In Modern English

He was from Amasya. He was the son of Kapancızâde Hacı Mehmed Efendi bin Abdullah Efendi, one of the notables of the old Kethüdâ quarter. Under the patronage of Kapancızâde Hacı Hüseyin Zeki Efendi, who was the gate steward (kapı kethüdası) of the governors of Trabzon, Hazinedarzâde Süleyman Pasha and Abdullah Pasha, and was one of the hâcegân of the imperial divan, he entered the retinue of Abdullah Pasha; trained there and improving himself, he became a divan scribe.

In 1262 [1846], upon Abdullah Pasha's death, he became gate steward of the province of Trabzon, then a member and afterward president of the provincial appeals council; from there he moved to the district governorship of Giresun. Thanks to the patronage of Şirvânîzâde Mehmed Rüşdî Pasha he became mutasarrıf of the sanjak of İstanköy in 1288 [1871]. After being dismissed from office he died around 1295 [1878].

The Hazinedarzâdes and Trabzon

The rise of Kapancızâde İbrâhim Hilmi Bey began in the service of the Hazinedarzâde family, who held the governorship of Trabzon for a long time. The head of the family, Hazinedar Süleyman Pasha, was also governor of Trabzon; during his governorship he had the Ortahisar Mosque repaired, in 1809 had the Büyük Çarşı Mosque built, and he died in Trabzon in 1818. His son Abdullah Pasha was trained in the Enderun, served as kapıcıbaşı and as muhassıl of Canik, and in Rabi al-Akhir 1258 [May-June 1842] became governor of Trabzon with the rank of vizier. During his governorship of nearly four years he had the Abdullah Pasha Fountain, still remembered today, built in Trabzon in 1260 [1844-45].

The date of Abdullah Pasha's death agrees with the information Hüsameddin gives. The Pasha was dismissed from the governorship of Trabzon in Safar 1262 [January-February 1846], came to Istanbul, and died on 17 Jumada al-Akhira 1262 [12 June 1846]. His grave is in Eyüp, in the cemetery on Bostan İskelesi Street opposite the Mihrişah Valide Sultan Imaret; on its headstone is an inscription that calls him "former marshal of the province of Trabzon." Hüsameddin says that İbrâhim Hilmi Bey became gate steward of the province of Trabzon after the Pasha's death; that is, he was not left without work by his master's death but continued to rise in the service of the same province.

The Patronage of Şirvânîzâde Mehmed Rüşdî Pasha

The text says that İbrâhim Hilmi Bey was appointed to the mutasarrıflık of İstanköy through the patronage of Şirvânîzâde Mehmed Rüşdî Pasha. Rüşdî Pasha, who was born in Amasya and was the son of the Naqshbandi-Khalidi sheikh İsmâil Sirâceddin Şirvânî, was a natural patron for people of Amasya. On 15 December 1870 he became minister of finance for the second time, on 23 September 1871 he was dismissed from that post, and on 30 October 1871 he was compelled to reside in Amasya. Since the year 1288 began in March 1871 and ended in March 1872, İbrâhim Hilmi Bey's appointment most probably falls between the spring and summer of 1871, when the Pasha was influential in Istanbul as minister. This is an inference; the exact date of the appointment is not known. Rüşdî Pasha was later raised to the grand vizierate in 1873, and died in Taif in 1874 on his way to the governorship of Aleppo.

The Sanjak of İstanköy

İstanköy (today the Greek island of Kos) had been a kaza attached to the sanjak of Rhodes in the beylerbeylik of the Archipelago (Cezâyir-i Bahr-i Sefîd), and in January 1869 was made a mutasarrıflık. According to the yearbook (salname) of 1290 [1873], İstanköy was a sanjak attached to the province; it consisted of the nahiyes of İncirli, Astropalya, Kalimnos and Leryoz, and Patmos was attached to it as a kaza. That is, İbrâhim Hilmi Bey came to head a new administrative unit whose sanjak status was only two years old. The island was occupied by the Italians on 20 May 1912.

The text does not say how long İbrâhim Hilmi Bey's mutasarrıflık lasted; it also gives his date of death approximately, as "around 1295." No information was found on this person in other sources.
