Çünkü Haccâc kendi tarafından emîr-i Horasân nasb eylediği Mühelleb bin Ebî Sufre'yi 79'da ve ba'dehû Abdurrahmân bin Eş'as'ı 80'de Artil Hân²⁵⁶ aleyhine Türkistân'a irsâl ederek Heytal hükümdârı Sebel (Sâbûl) [74] Hân²⁵⁷ gibi sulhen kabûl-i cizye eden Türkler'in cizyelerini taz'îf ve arz-ı teslîmiyyet edenleri tazyîk ve icrâ etdirdiği mezâlim, Türkler'i fevkalâde tedhîş ediyordu.
Türkler'in İslâmiyet lehindeki temâyülât-ı samîmiyyesine vâkıf olan Abdurrahmân ibni Eş'as, Haccâc'ın mezâlimi makâsıd-ı İslâmiyyeye muhâlif olduğunu ve İslâmiyet aleyhinde sû'-i netîce vereceğini ifâde eylemesi cebânetine haml olunarak Haccâc'ın mu'âhazâtı bîçâreyi ıztırâba düşürüyor, isyâna sevk ediyordu.
Abdurrahmân bin Eş'as, Haccâc ile bi'l-muhârebe mağlûben Artil Hân'a firâr ve dehâlet eyledi. Haccâc derhâl Artil Hân'a mürâca'atla Abdurrahmân bin Eş'as'ı etbâ'ıyla beraber teslîm eylediği hâlde kendisini yedi sene cizyeden mu'âf tutacağını ta'ahhüd etmekle Artil Hân 85'de Abdurrahmân bin Eş'as'ı yirmi nefer etbâ'ıyla beraber Haccâc'ın adamlarına teslîm ederek muslihâne bir münâsebet te'sîs etmiş oldu.
86'da emîr-i nâm-dâr Kuteybe bin Müslim el-Bâhilî emîr-i Horasân olarak Türkistân'a geldi. Müşârün-ileyhin sît-i şecâ'ati, hüsn-i sîreti Türkler'in üzerinde hüsn-i te'sîr etmekle 89'da Mâverâ'ü'n-Nehr'de meskûn olan Türkler'in kısm-ı a'zamı kabûl-i İslâm ve Buhârâ, Sogd, Semerkand, Tâlikân [75] ahâlîsi de arz-ı teslîmiyyet etmeleri Artil Hân'ı kabûl-i İslâma takrîb ediyordu.
Fakat 90'da Buhârâ hükümdârı Verdân (Bertân) Hân maktûl olarak Merv hâkimi Bâtâm Hân, Talkân hâkimi Sîrîk Hân, Faryâb hâkimi Tûrsâl Hân ve Cüzcân hâkimi Güz Hân, arz-ı teslimiyyet etdikleri ve Emîr Kuteybe'nin nezdinde tercümân ve delîl-i Türkistân olan sâbık Bâdgîs hâkimi Tîrûk Hân Türkler'in kabûl-i İslâmında hizmeti sebk etdiği hâlde ufak bir şübhe üzerine evvelkilerin mu'âf olan cizyeleri taz'îf ve Tîrûk Hân ile bir müslim oğlu ve birâderzâdesi Sîgrân ve Türk beylerinden Savultegin'in ahz ve katl olunmaları Artîl Hân'a gâyet te'sîr ve mücâhidân-ı İslâmı bile dil-gîr eyliyordu.
Artîl Hân bu vak'adan müte'essiren vefât eyledikde esbak Merv hükümdârı Türk (Tûrek) Hân bi'l-intihâb mesned-i hâkânîye iclâs edildi.
Emîr Kuteybe bu vak'anın te'sîrâtını izâle için Türkler'e müsâ'ade-kârâne bir meslek ta'kîb etmekle beraber veche-i azîmetini Hind ve Çin taraflarına çevirip mahâret-i askeriyyesi, metânet-i siyâsiyyesi Türkler'i bile meftûn ediyordu. 95'de zâlim Haccâc'ın vefâtı Türkler'i fevkalâde memnûn eylediği hâlde 96'da emîr Kuteybe'nin Horasân'dan azli ve ba'dehû i'dâmı [76] onları kadir-şinâsâne bir sûretde mahzûn etmekde idi. Çünkü Emîr Kuteybe'nin sît-i şecâ'ati Hind ve Çîn'i bile tehdîd ve hüsn-i sîreti Haccâc'ın mezâliminden hâsıl olan te'sîrâtı tahfîf etdiği münâsebetle ziyâ'ı âlem-i İslâmı mutazarrır ve düşmanlarını bile müte'essir ediyordu.
Ömer bin Abdülazîz Hazretleri mesned-i celîl-i hilâfete geldikde Yezîd'i der-hâl azl ve habs edib 99'da Cerrâh bin Abdullah el-Hakemî'yi emîr-i Horasân nasb eyledi. Emîr Cerrâh, selefinden müdevver olan mezâlimi teşdîd etmekle 100'de ahâlî yedinde maktûl ve Abdurrahmân bin Na'îm el-Kuşeyrî eyâlet-i Horasân'a mevsûl oldu.
Cerrâh'ın intikâmını almağa kalkışan Abdurrahmân, mezâlim-i sâbıkayı ma'a-ziyâdetin îfâ ve Türkler'in aleyhinde tenkîlât-ı şedîde icrâ etmekdeki vahâmeti takdîr etmedi. Binâ'en-aleyh Semerkand hükümdârı Kabçuk Hân, Fergana hükümdârı Altâr (İltâr) Hân, Gûriştân hükümdârı Varagsar (Bârâkşâr), Hazar hükümdârı Sebkar Hân bin Mâcar Hân kuvve-i mevcûdeleriyle hâkân Tevrek Hân²⁵⁸ [77] kumandası altında ictimâ' ederek müdâfa'a-i nefse mecbûr oldular.
102'de cereyân eden şu kanlı vak'a sû'-i sîretin makâsıd-ı İslâmiyyeyi ihlâl edeceğini Abdurrahmân bin Na'îm'e gösterdi. Bu muhârebede tarafeyn dûçâr-ı hasâr olarak kabûl-i İslâma hâhiş-ger oldukları hâlde seyyi'ât-ı idâriyyeden dolayı tedâfu'î bir vaz'iyyet ahzına mecbûr kalan Türkler, hükûmet-i Emeviyye'ye vermekde oldukları cizyeyi kat' etmekle beraber müslim olan Türkler'in ve Arablar'ın dînlerini, ırzlarını mâllarını muhâfaza etmişlerdir.
Çünkü İslâmiyet, cem'iyyet-i beşeriyyenin efkârına ulviyyet, ezhânına vüs'at, hissiyâtına kuvvet vermek husûsâtında yegâne ve tevhîd-i İlâhî, îmân-ı âhiret gibi hissiyât-ı kadîmelerine aynen muvâfık bir dîn-i âlî olduğunu Türkler takdîr etmişlerdi. Ecille-i tâbi'în olan nücebâ-i ehl-i îmânın neşr etdikleri fezâ'il-i İslâmiyye Türkler'in hissiyâtını pek ziyâde tenvîr etdiği hâlde kabûl-i İslâm eden Türkler'den cizye tahsîl edilmesi münâsebetsizliği dîn-i İslâmın intişârına bir mâni'a teşkîl ediyordu. Binâ'en-aleyh şu mâni'ayı def' için Türkler, yalnız cizyeyi kat' etmekle iktifâ etdiler. Hattâ Türkistân'da bulunan me'mûrîn ve ummâl-i Emeviyye'ye asla dokunmadılar.
Şu vak'ayı müte'âkib Abdurrahmân bin Na'îm el-Kuşeyrî Horasân'dan azl olunup Irâk'a nasb olunan Mesleme bin Abdulmelîk bin Mervân zamîmeten vâlî-i Horasân oldu. Ancak kendisi Irâk'da ikâmet edib Horasân'a Sa'îd bin Abdul'azîz bin el-Hâris'i emîr nasb ve irsâl eyledi. Sa'îd'in Horasân'a [78] vusûlünde Tevrek Hân intişâr-ı İslâm hakkındaki Türkler'in maksadlarını hâkânın müsteşâr ve kâtibi olan Bazgarî (Bâzgûrbây) idâresinde müteşekkil bir hey'etle emîr-i müşârün-ileyhe i'lâm ve ummâlin müslim Türkler'den cizye tahsîl ve pek çok mezâlim îkâ' etdiklerini isbât etmeğe çalışdı.
Sa'îd bin Abdul'azîz, şikâyât-ı vâkı'ayı tahkîk için Şu'be bin Zahîr en-Nehşelî'yi Semerkand'a irsâl etdi. Semerkand emîri olan Alî bin Habîb el-Abdî gibi Yezîd bin Mühelleb ve Abdurrahmân bin Na'îm'in nasb etdikleri ummâlin münâsebetsizliklerini ya'nî şikâyâtın hakîkat olduğunu anlayan Sa'îd bin Abdul'azîz bunları derhâl azl ve habs ve ta'zîb ederek Türkler'i tatmîn ve müslim olanlardan cizyeyi ref' ile ezhân-ı müslimîni teskîn eyledi.
Sa'îd'in bu harekât-ı âdilesi cizye me'mûrlarını dil-gîr etmekle 102 evâhirinde azl olunarak Ömer bin Hübeyre el-Fezârî emîr-i Horasân oldukdan sonra 103 evâ'ilinde Tevrek Hân dahi vefât edib Kuşûn (Kûsûn) Hân Türkler'e hâkân oldu. Fakat Horasân ve Irâk vâlîsi Mesleme bin Abdülmelik cibâyet eylediği cizyeyi beytü'l-mâle göndermediği cihetle cezîre vâlîliğine tahvîl ve Horasân'a Sa'îd bin Amr el-Hareşî ve Irâk'a dahi Ömer bin Hübeyre el-Fezârî nasb ve ta'yîn olundu.
Şu tebeddülâtın hedefi cizye tahsîli ve Türkler'in te'mîn-i itâ'ati olduğunu ta'yîn eden Kûsûn Hân Harezm hükümdârı Yılıh (Yılık) Hân'ın riyâseti altında müslimlerden Şevker bin Hamîk (Sûngâr bin Âmîk) ve Ahrûn hâkimi [79] Avram (Evrâm) ve Keş hâkimi Sâlih Veyk (Üyük) beylerden müteşekkil bir hey'eti Horasân vâlîsi Sa'îd bin Amr el-Hareşî nezdine ve Hazar hükümdârı Sebkar Hân'ı dahi bir hey'et-i mahsûsa ile Irâk vâlîsi Ömer bin Hübeyre el-Fezârî nezdine irsâl ederek Türkler'in hükûmet-i İslâmiyyeye karşı itâ'atlarında şübhe olmadığını ve henüz şeref-i İslâm ile müşerref olamayanlar da cizyelerini vereceklerini te'mîn etmeğe çalışıyordu.
Ömer bin Hübeyre daha Horasân'da iken Hazar hükümdârının sözünü ve ta'ahhüdâtını muvâfık bularak kendisine ve Sogd ahâlîsine emân verdikden sonra Sebkar Hân'ın halefi bulunan Sa'îd bin Amr'ın nezdine irsâl eyledi. Harezm hükümdârı Yılık Hân dahi Sa'îd bin Amr'a arz-ı keyfiyyet ve te'mînât-ı mümkineyi ibzâle gayret ediyordu. Sa'îd bin Amr bunları alıp bilâd-ı Zerenc üzerine hareket ederek netîcenin husûlüne müterakkıb olan Türkler'i fenâ hâlde perîşân eyledi.
Binâ'en-aleyh bu gaddârlık Sa'îd bin Amr'ı hükûmet-i Emeviyye nazarında dahi küçük düşürdüğünden 104'de azl olunarak Müslim bin Sa'îd emîr-i Horasân oldu.
Müslim, Horasân'a geldikde Türkler'e lâzım gelen te'mînâtı i'tâ ve galeyân eden efkârı teskîn ederek kuvvetini cem'e çalışıyor, diğer tarafdan Türkler'in te'essürâtını görüp bunlardan istifâdeye çalışan Âl-i Abbâs dâ'îleri ya'nî cem'iyyet-i Abbâsiyye komitesi ricâli Türkler'i kendilerine celb ve ittihâd ederek neşr-i İslâma da'vet ediyorlardı.
Müslim bin Sa'îd, komite ricâlinin Türkler'e mürâca'at etdiklerini haber alıp bir tarafdan onları taharrî ediyor diğer tarafdan Türkler'in kabûl-i da'vet etdiklerini zann ederek mu'âmelât-ı şedîde ibrâz etmekle mevki'ini sarsıyordu. Nihâyet husemâsı bu mu'âmelât-ı şedîdesinden şikâyet ederek azline gayret eyledikleri esnâda Müslim bin Sa'îd bir kuvve-i azîme ile Nehr-i Ceyhûn'u geçip Türkistân'a girdi. Tâm harb edeceği esnâda azli haberini almakla ric'at eyledi. Kendisini kemâl-i müşkilât ile kurtarabildi.
107'de komite ricâlinden Bekir bin Mâhân'ın Horasân'a gönderdiği adamlarını bulup cümlesini öldürüyor, harekâtından şübhe eylediği Gurşistân'a yürüyordu. Gurşistân hükümdârı Gurûn (Ugrun Hân) erkân-ı hükûmetiyle kabûl-i İslâm etdiğini teblîg ve musâlaha teklîf ve bi'l-umûm Gûrîler'in kabûl-i İslâm edeceğini te'mîn eylediği hâlde Cibâl-i Gûr'a ve 108'de ekser ahâlîsi müslim ve mutî' olan Heytal diyârına ve Herât'a hücûm ederek gâret etdirdiyse de 109'da kendisi de ma'zûl olup Eşres bin Abdullah es-Sülemî vâlî-i Horasân oldu.
Eşres, ibtidâ-yı vusûlünde Türkler'in kabûl-i İslâma pek ziyâde hâhiş-ger olduklarını ve bu hayrın bir ân evvel husûlüne ancak cizyenin mâni' olduğunu takdîr ve Türkler'in otuz seneden beri uğraşdıkları bir derdi keşf ederek izhâr-ı fetânet etmiş oldu.
109 evâhirinde Eşres bu hayrı ikmâl etmek için Benî Zabbe kabîlesi re'îsi Ebu's-Saydâ Sâlih bin Tarîf ile Rebî' bin İmrân et-Temîmi'yi Semerkand'a [82] ve gayr-i müslim Türkler'in içlerine gönderip kabûl-i İslâm edenlerden cizyeyi ref' edeceğini i'lân etdiği gibi Kûsûn Hân'a dahi şu beşâreti teblîğ eyledi.
Fakat mu'ahharan aralarına Budhîlik, Sâbîlik, Mecûsîlik, Hristiyânlık girdiği cihetle vâhid-i hakîkî bildikleri Cenâb-ı Hakk'a birtakım şüfe'â ve şürekâ isbât ederek şirke düşmüşler, fürû'an müşrik olmuşlardı. Ta'addüd-i zevcât aralarında zâten cârî, nikâh-ı medenî kâ'im, Hakk'a tekarrub için evkât-ı mahsûsada "nûmâs" dedikleri bir nev' ibâdetleri ve otuz dokuz gün bir nev' orucları mevcûd idi.
Dîn-i İslâm ise Türkler'in şu ülfet etdikleri âdâtdan, i'tikâdiyâtdan yalnız şürekâ ve şüfe'â i'tikâdını men' ve diğerlerinin yalnız eşkâlini tahvîl, hattâ tahfîf ediyor, fazla olarak dîn-i İslâmı kabûl etdikleri takdîrde diğer milletleri de kazanıyorlardı. Bugrâ Hân'ın meclis-i hâkânîde şu esâs üzere tenvîr-i efkâr etmesi diğer muhâlif hânları bile iskât ve kabûl-i İslâma onları da iknâ' etmiş oldu.
Türkler'in dîn-i İslâma karşı bu kadar hissiyât-ı amîkasını takdîr edemeyerek şu ufak tedbîr-i meşrû'u tatbîk ve bundan pek büyük istifâde te'mîn edemeyen ümerâ-yı Emeviyye'nin hatâları pek bâhir idi. Yetmiş sekiz senesinden i'tibâren Haccâc'ın Türkler'e karşı te'sîs eylediği meslek-i nâ-meşrû'u [84] ahlâfından hiçbiri de bırakamıyor, muttasıl o siyâset-i sakîme düstûrü'l-amel oluyordu.
Hükûmet-i İslâmiyyenin hedef-i maksûdu intişâr-ı İslâm iken bu maksad-ı aslî ihmâl olunarak ihtişâm ve sefâhati tezyîde hâdim olan cizye parasından bir türlü ferâgat olunamıyor, para uğurunda dalâletin, cehâletin bekâsındaki netâyic-i vahîmeden gaflet olunuyordu. Nihâyet bu vahâmeti velev muvakkat olsun, Eşres anladı, hayfâ ki tama'ı idrâkine gâlib geldi.
Emîr-i mûmâ-ileyh Eşres, 110 şevvâlinde müslim olanlardan kaldırdığı cizyeyi emîrü'l-harâcın ısrârına binâ'en tahsîle koyuldu. Sâbık va'dini ihtâr ederek mümâna'at eden bîçâregânı i'dâm etmekle Eşres'in bu harekât-ı muzırrası Türkler'i fevkalâde igzâb eyledi.
Hattâ Çâgân Hân, kabûl-i İslâmı müdâfa'a eden Bugrâ Hân'ı takbîh ederek ba'zı cühhâl ile birlikde hâkânı iğfâl ve yeni müslimlerden çoklarını idlâl ederek ehl-i İslâm aleyhinde bütün Türkler'i igrâya çalışıyordu. Bu cihetle yeni müslimlerden birtakımı ma'âzallâhu Ta'âlâ irtidâd ederek isyân bayrağını kaldırdılar, Bugrâ Hân'ın nesâyih-i ma'kûlesini dinlemediler.
Eşres'in şu münâsebetsizliği hükûmet-i Emeviyye'yi bile igzâb etmekle 111 evâ'ilinde azli tesrî' olunarak vâlî-i Horasân olan Cüneyd bin Abdurrahmân'ın hareketi ta'cîl edildi. Kûsûn Hân idâresinde ictimâ' eden [85] muhâlifîn, Cüneyd ile şiddetli harb eylediler ise de Cüneyd'in hârikulâde sür'ati cem'iyyet-i bâgiyeyi perîşân, hâkânı mecrûh ve birâderzâdesini esîr etmekle isyân bir derece şiddetini gâ'ib eyledi. Müte'âkiben mecrûh olan Kûsûn Hân vefât etmekle Ebû Müzâhim Raslân (Arslan Hân) bi'l-intihâb meslek-i hâkânîye iclâs olundı.
Cüneyd bin Abdurrahmân, Eşres'in münâsebetsizliğini ta'mîr ederek Türkler'in rencîde olan kulûbunu te'lîf ve hissiyâtını tatmîn eylemekle dîn-i İslâm üzere bekâlarını te'mîn etmek şer'an vâcib olduğu hâlde seyf-i intikâm ile cümlesini tedmîre kıyâm etmek dînen ma'kûl değil idi. Ümerâ-yı Emeviyye böyle şeylere ehemmiyet vermedikleri cihetle ikinci bir ordu tertîb eden Cüneyd, Tohâristân'a azîmet ve Türkler'in istîlâ etdikleri Semerkand'ı muhâsara eylediyse de gayr-i müslim Türk hânlarını dâ'ire-i ittihâdına alan Arslan Hân, Cüneyd'i fenâ hâlde tazyîk ve on bin kadar ehl-i îmânı şehîd ve beş bin kadar müslümânı esîr eyledi. Ba'dehû Horasân'a geçip Âzerbaycân'a kadar geldi.
Diğer tarafdan Hazar Türkleri dahi Kürdistân vâlîsi Cerrâh bin Abdullah ile harb ederek emîr-i müşârün-ileyhi şehîd etmekle Musul'a kadar ilerlediler. Hulâsa 111-123 târîhine kadar tâm on iki yıl hükûmet-i Emeviyye ile Türkler arasında on def'a kanlı muhârebeler oldu. Eşres'in bir münâsebetsizliği uğurunda nice nüfûs-ı ma'sûme-i müslimîn heder, [86] nice hazîneler telef olup gitdi.
Ba'dehû Esed bin Abdullah, Türkistân'a savlet ederek Heytal hükümdârı Burdur Hân ile Balasagun hükümdârı Çâgân Hân'ı der-dest etdiği anda i'dâm ve cem'iyyetlerini perîşân eyledi. Arslan Hân beyne'l-Arab şecâ'atla şöhret-şi'âr olduğundan "Ebû Müzâhim" lakabını almışdı.
Bunun ziyâ'ı Türkler'e dâg-ı derûn olup mahdûmu Kılıç Hân'ı mesned-i hâkânîye iclâs etdiler. Arslan Hân'ın müşâvir-i hâsı Bugrâ Hân Balasagun hükümdârı olup Kılıç Hân'ın nezdinde mukîm oldu.
İmâmu'l-cemâ'ati'l-Abbâsiyye olan Muhammed bin Alî bin Abdullah bin Abbâs el-Abbâsî, Türkler'in bu te'essürâtını ve hânedân-ı risâlet lehinde olan hissiyâtını takdîr ederek cem'iyyet-i Abbâsiyye komitası ricâl-i benâmından Süleyman bin Kesîr'e yazdığı mektûbunda Bugrâ Hân ile te'sîs-i münâsebât ederek her hâlde onun vâsıtasıyla hâkânı ve bütün Türkistân'ı dâ'ire-i ittihâda almak ahvâl-i câriyeye nazaran muhakkak olduğunu yazıyordu.
Süleyman bin Kesîr, mahremâne Bugrâ Hân ile görüşerek hükûmet-i [88] Emeviyye ricâlinin zâhiren fısk u fücûr ile imâmet-i kübrâ-yı İslâmiyyeden pek uzak olduklarını beyân ve bunların bütün ehl-i îmânı dil-gîr eden mezâlim ve seyyi'âtını ta'dâd etdikden sonra Âl-i Abbâs'ın tabaka-i ulyâ-yı Âl-i Hâşim'den ve bi'l-hâssa risâlet-penâh efendimiz hazretlerinin amm-i mükerremleri ahfâdından ve binâ'en-aleyh hânedân-ı risâletden olmakla beraber bütün ehl-i îmânın makâsıd-ı âliyesini müdâfa'a ve i'lâ edecek iktidâr ve liyâkatları müsellem ve imâmet-i kübrâ-yı İslâmiyyeye daha müstahak olduklarını etrâfıyla tafsîl ve Bugrâ Hân'ı irşâd ederek dâ'ire-i ittihâda almağa çalışdı.
Bugrâ Hân, Horasân'ın merkez-i idâresi olan Merv'in ahvâlini ve Horasân'a yeni vâlî olarak gelen Ca'fer bin Hanzala'nın ahlâk ve etvârını Türkmenler'den ögrenmiş ve Ca'fer'in mesleken eslâfından farkı olmadığını anlamış idi. Aldığı ma'lûmâtdan Türkler'in ya'nî Emevîler'in gerek Âl-i Beyt-i Risâlet hakkında irtikâb etdikleri şenâ'âtdan ve gerek bi'z-zât Türkler'e îkâ' eyledikleri mezâlim-i menfûreden dolayı Emevîler'den fevkalâde müteneffir olan ehl-i îmânın hissiyâtı bütün hükûmet-i Emeviyye aleyhinde olduğunu anlıyordu. Binâ'en-aleyh Süleyman bin Kesîr'in teşebbüsâtında bir ciddiyet olduğunu takdîr ederek cevâb-ı muvâfakat verdi.
Bundan sonra Balasagun hükümdârı Bugrâ Hân, Fergana hükümdârı Bilatây Hân bin İlter Hân, Buhârâ hükümdârı Toguk Hân ve Hazar hükümdârı Kuduz Hân kendi memleketleri dâhilinde dîn-i İslâmı neşre [89] çalışıyor, müslim Türkler'e imâmet için du'ât-ı Âl-i Abbâs'dan ya'nî cem'iyyet-i Abbâsiyye komitesi efrâdından birer zâtı nasb ederek hânedân-ı risâletin ve Âl-i Abbâs'ın muhabbetlerini müslim Türkler'in gıll u gışdan sâfî olan kalbine yerleşdiriyorlardı.
İşte bu esnâda 120'de Ca'fer bin Hanzala'nın yerine Nasr bin Seyyâr Horasân vâlisi oluyor, fakat Horasân ve Heytal taraflarından cem'iyyet-i Abbâsiyye günden güne tekessür ediyordu.
Nasr bin Seyyâr, Türkler'in ahvâlini daha yakından bildiği münâsebetle müsâ'ade-kârâne bir meslek ta'kîb ediyor, 123'de Sogd ve Fergana cihetlerinde nümâyân olan harekâtı basdırmağa çalışıyor, derhâl musâlaha akd ederek vefât eden Toguk Hân'ın yerine Buhârâ hükümdârı olan müslim Sogdîler'den Kâvsân (Kûsân Hân)'ı kendi tarafına celb ediyordu.
Mülûk-ı Emeviyye içinde Ömer bin Abdül'azîz'den sonra en ziyâde akl u siyâset, insâf u adâlet izhâr eden Hişâm bin Abdülmelik 125 rebî'u'levvelinde vefât etdiği gibi cem'iyyet-i Abbâsiyye re'îsi el-İmâm Muhammed bin Alî es-Seccâd el-Abbâsî dahi vefât eyledi. Fakat vasiyyeti üzere oğlu İbrâhim imâmu'l-cemâ'a olup meşhûr Ebû Müslim Horasânî bu imâma nisbet peydâsıyla cem'iyyet-i Abbâsiyye'nin icrâ vazîfesini deruhde etdi.
Horasân vâlîsi Nasr bin Seyyâr 128'de cem'iyyet-i Abbâsiyye'nin dehşetini ve müslim Türkler'in bu cem'iyyete fi'len dâhil ve gayr-i müslimlerin de mu'în olduklarını ve Ebû Müslim'in deruhde eylediği vazîfe-i mühimmeyi tamâmiyle anlayıp [90] bir tarafdan Türkler'i celbe çalışıyor, diğer tarafdan merkez-i saltanatdan istimdâd ediyordu. Lâkin Emeviyye hükümdârı Mervân bin Muhammed başka Hâricîler ile uğraşdığı münâsebetle imdâd edemiyor, Türkler dahi cem'iyyet-i ittihâdiyyeye dâhil oldukları münâsebetle aslâ yanaşmıyorlardı.
Fakat Türkler'in maksadı i'lâ-yı dîn idi. Kendilerini bir sa'âdet-i sermediyyeye irşâda çalışan Arab müncîlerini, ihvân-ı dîn oldukları nücebâ-yı Arab'ı ve hâssaten Âl-i Resûlullâh olan zevâtın hayât ve haysiyetlerini menâfi'-i zâtiyye uğurunda dîn ü îmân ve Ehl-i Beyt-i Risâlet'i tanımayan hükûmet-i Emeviyye mezâliminden kurtarmağa çalışıyorlardı. Çünkü kendilerinin sa'âdeti bunu emr ediyordu.
Binâ'en-aleyh cem'iyyet-i ittihâd-ı Abbâsiyye'ye dâhil oldukları seneden i'tibâren [91] hilâfet-i Abbâsiyye'nin i'lânına kadar hükûmet-i Emeviyye'ye karşı sükûnetlerini muhâfaza ve cem'iyyet-i Abbâsiyye'ye karşı da dînen mecbûr oldukları mu'âvenetlerini ibzâl etdiler. Çünkü dîn-i İslâm gibi en keskin âteşleri bile iktihâm edecek müdhiş bir kuvve-i ma'neviyyenin cem'iyyet-i beşeriyyeyi bir ferd gibi sühûletle sevk ü idâre ve her ferd için maddî ve ma'nevî sa'âdetler te'mîn eden dîn-i İslâmın Türkler'e lüzûmu pek âşikâr idi.
Hulefâ-yı Abbâsiyye'nin pederi bulunan Muhammed bin Alî es-Seccâd, Süleyman bin Kesîr'e hitâben yazdığı ve bâlâda tercümesi arz edilen mektûbundan müstebân olduğu üzere dîn-i İslâmın i'lâsı için hükûmet-i Emeviyye'yi yıkmakdan başka çâre olmadığını anlıyordu. Fakat böyle kanlı bir mâcerâya bezl-i hayât edecek gâyet fedâkâr adamlar lâzım idi. Hükûmet-i Emeviyye'nin o zamân şark tarafında Türkler, garb tarafında Rûmlar bulunuyordu.
Muhammed bin Alî es-Seccâd, bir hükûmet-i İslâmiyyeyi yıkmak için Hristiyân ya'nî dîn-i İslâmın adüvv-i ekberi olan Rûmlar'a mürâca'at edemezdi.
Çünkü necâbet-i Arabiyyesi, asâlet-i ırkiyyesi, hamiyyet-i dîniyyesi böyle mel'ûnâne mürâca'atlara müsâ'ade edemezdi. Böyle tehlikeli mesâ'il-i dîniyyede Hristiyânlara mürâca'at etmek, dimâ'-ı ma'sûme-i müslimîni heder edeceğini, hattâ kendi yakacağı ocağı yanmadan söndüreceğini kat'iyyen bilirdi.
Fakat şarkda bulunan müslim Türkler, dîn-i İslâm uğurunda harbe hâhiş-ger, gâyet fedâkâr olmakla beraber tab'an cengâver olduklarını 23-123 târîhine kadar tâm yüz senelik bir tecrübe-i fi'liyye ile cezmen idrâk etmişdi.
Muhammed bin Alî es-Seccâd, Risâletpenâh Efendimiz Hazretleri'nin "Liyensuraküm ale'd-dîn (el-hadîs)" kavl-i şerîfiyle işâret buyurduğu Türkler'den başka şu maksad-ı âlîye bezl-i hayât edecek merd adamlar göremiyordu.
Dîn-i İslâmın i'lâsı, uhuvvet-i dîniyyeyi düstûrü'l-amel bilen anâsır-ı muhtelife-i İslâmiyyeden mürekkeb bir fırka-i müslime ile tevhîd-i mesâ'î etmeğe mütevakkıf olduğunu Türkler ve Arablar pek amîk bir sûretde anlamışlardı.
Biri fazl u irfânıyla, diğeri seyf ü îmânıyla hâdim-i dîn-i mübîn olan bu iki mu'azzam millet, Afrîkâ ve Asyâ'da dîn-i İslâmı kanıyla, cânıyla neşr ve müdâfa'a edecek birer rükn-i a'zam-ı İslâm olduklarını Muhammed bin Alî es-Seccâd [93] hazretleri daha o zamân takdîr etmekle Türkistân'a gönderdiği dâ'îlerine, "Türkler'den ayrılmayınız, sizin maksadınızı i'lâ edecek ancak Türkler olacakdır" diyor, Türkler'i celbe çalışıyor, muvaffak oluyor fakat semere-i muvaffakiyeti evlâdına kalıyordu.
Hulâsa Ebû Müslim Horasânî, dîn uğurunda fedâ-yı câna hâhiş-ger olan Türkler, Arablar, Kürtler, Acemler'den mürekkeb bir kuvve-i muntazama ile Horasân vâlîsi Nasr bin Seyyâr'ı perîşân ediyor, Horasân'ın merkezi ve Türkmenler'in eski pâytahtı olan Merv şehrini alıyor ve ba'dehû Irâk'a dönüp vâlîsi Yezîd bin Hubeyre'yi târumâr eyliyordu.
Emeviyye hükümdârı Mervân bin Muhammed'in yüz yirmi bin kişilik koca bir ordusu, Ebû Müslim'in nûr-ı İslâm ile münevver olan on altı bin kişilik ufak bir cem'iyyet-i müttahidesi önünde buz gibi eriyor, son gadri olarak Mervân, Muhammed bin Alî es-Seccâd'ın imâm nasb eylediği oğlu İbrâhim'i meclisde i'dâm ediyor, fakat müşârün-ileyhin diğer mahdûmı Ebu'l-Abbâs Abdullah es-Seffâh i'lân-ı hilâfet ederek âlem-i İslâm iki vechile nâ'il-i sa'âdet oluyordu:
Birincisi Heytal kıt'asında meskûn olan Türkler umûmen dîn-i İslâmı kabûl etmiş bulunuyorlar. İkincisi de Benî Ümeyye Âl-i Resûlullâh'a karşı irtikâb etdikleri mezâlim ve ta'addiyâtın mücâzâtını görüyorlardı. Türkler, zâten hâhiş-ger oldukları dîn-i İslâmı ba'de'l-kabûl neşr için bezl-i iktidâr, Emevîler dahi irtikâb etdikleri ma'âsîden istiğfâr ediyorlardı. [94]
Bu iki zâtın himmetiyle yükselen Türkler'i ikinci halîfe Ebû Ca'fer [95] el-Mansûr celb ederek istibdâdına zebûn olduğu Ebû Müslim'i bilâ-müşkilât def' ederek Türkler'i takrîb eyledi. Türkler bu vak'adan i'tibâren hilâfet-i Abbâsiyye'nin hâssa askeri olmakla beraber hall ü akd-ı umûr-ı İslâm, dest-i kifâyetlerine teslîm olundu.
Ebû Ca'fer el-Mansûr, pederi Muhammed bin Alî es-Seccâd'ın Türkler hakkındaki vesâyâsını kabûl ve tenfîz etmiş bulunuyordu. Çünkü Bugrâ Hân, müşârün-ileyhi Ebû Müslim hakkında tenvîr etmişdi. Hilâfet-i Abbâsiye'nin ikinci merhalesinde zevâli muhakkak idi. Binâ'en-aleyh Türkler'in Abbâsîler'e sadâkati gayr-i kâbil-i inkâr idi.
Türkler bu târîhden i'tibâren akın akın her tarafa giderek vardıkları yerlerde pek muhterem, mu'azzam mevki'leri işgâl etdiler; taraf taraf livâ-yı İslâmı diyâr-ı şirke doğru i'lâ ederek binlerce bilâd-ı mu'azzama teshîr, milyonlarca insânı tenvîr etmekle âlem-i İslâmı minnetdâr eylediler.
In Modern English
For Hajjaj, in the year 79, sent Muhallab ibn Ebî Sufre, whom he had appointed emir of Khorasan from his side, and then in the year 80 Abdurrahman ibn Eş'as, to Turkestan against Artil Han. Like Sebel (Sabul) Han, ruler of Heytal, the Turks who agreed to pay the jizya by way of peace had their jizyas doubled; those who surrendered were pressed, and the cruelties he had committed frightened the Turks extremely.
When Abdurrahman ibn Eş'as, who knew the Turks' sincere inclination in favor of Islam, said that Hajjaj's cruelties were contrary to the aims of Islam and would give a bad result against Islam, this was interpreted as cowardice; Hajjaj's reprimands overwhelmed the poor man and drove him to revolt.
When Abdurrahman ibn Eş'as fought Hajjaj and was defeated, he fled to Artil Han and took refuge. When Hajjaj at once applied to Artil Han and promised to exempt him from the jizya for seven years if he handed Abdurrahman ibn Eş'as over together with his followers, Artil Han in the year 85 handed Abdurrahman ibn Eş'as with twenty followers to Hajjaj's men and thus established a peaceful relationship.
In the year 86 the famous emir Kuteybe ibn Müslim el-Bâhilî came to Turkestan as emir of Khorasan. Since the sound of the said person's valor and his good administration made a good impression on the Turks, in the year 89 the greater part of the Turks living in Transoxiana accepted Islam; the people of Bukhara, Sogdia, Samarkand and Taliqan also surrendered. This situation was bringing Artil Han close to accepting Islam.
But in the year 90 Verdan (Bertan) Han, ruler of Bukhara, was killed; Batam Han, lord of Merv, Sirik Han, lord of Talqan, Tursal Han, lord of Faryab, and Güz Han, lord of Juzjan, had surrendered; and Tiruk Han, the former lord of Bâdgîs, who was interpreter and Turkestan guide beside Emir Kuteybe, although he had rendered service in the Turks' acceptance of Islam, on a small suspicion the previously pardoned jizyas were doubled; Tiruk Han and a Muslim son of his, his brother's son Sigran and Savultegin, one of the Turkish beys, were seized and killed. This affected Artil Han greatly and grieved even the Islamic mujahids.
When Artil Han died affected by this event, Türk (Turek) Han, the former ruler of Merv, was seated by election in the office of khagan. Tarhun (Turgun) Han, who had been appointed in place of the killed Bartan Han, being old and weak in thought, was removed and Guzek (Kapçuk) Han became ruler of Bukhara, Samarkand and their surroundings.
Emir Kuteybe, to remove the effects of this event, followed a course in harmony with the Turks; he turned his direction toward the Indian and Chinese sides. His military mastery and political firmness left even the Turks full of admiration. Although the death of the cruel Hajjaj in the year 95 pleased the Turks greatly, Emir Kuteybe's dismissal from Khorasan in the year 96 and then his execution grieved them in appreciation of his worth. For Emir Kuteybe's fame of valor was threatening even India and China, and his good administration was easing the effects arising from Hajjaj's cruelties; for this reason the extinguishing of his light had harmed the Islamic world and affected even his enemies. Indeed one of the Turkish khans said: "The Arabs did not know the worth of a hero like Emir Kuteybe. They killed that hero like thieves. Had this man been of us, we would have worshipped him, calling him the god of war."
Emir Kuteybe's successor Yezid ibn Mühelleb, imitating entirely Hajjaj's manner, increased the jizyas; the great sums he collected he did not send to the treasury but put straight into his own pocket. When his Excellency Ömer ibn Abdülaziz came to the exalted caliphal office he at once dismissed and imprisoned Yezid and in the year 99 appointed Cerrah ibn Abdullah el-Hakemî emir of Khorasan. Since Emir Cerrah intensified the cruelties left by his predecessor, in the year 100 he was killed at the hands of the people, and Abdurrahman ibn Naim el-Kuşeyrî was appointed to the province of Khorasan.
Abdurrahman, who set out to take revenge for Cerrah, by applying the earlier cruelties in increased form and giving severe punishments to the Turks, did not appreciate how dangerous it was. Thereupon Kabçuk Han, ruler of Samarkand, Altar (İltar) Han, ruler of Fergana, Varagsar (Barakşar), ruler of Guristan, and Sebkar Han ibn Macar Han, ruler of the Khazars, gathered with their available forces under the command of the khagan Tevrek Han and were obliged to defend themselves.
This bloody event, which took place in the year 102, showed Abdurrahman ibn Naim that bad administration would spoil the aims of Islam. Although both sides suffered damage in this war and wished to accept Islam, the Turks, who were obliged by the evils of the administration to take a defensive position, cut off the jizya they had been giving to the Umayyad government; but they protected the religion, honor and property of the Turks and Arabs who became Muslim.
For the Turks had appreciated that Islam was unique in giving loftiness to the thought, breadth to the mind and strength to the feelings of the human community, and that it was an exalted religion exactly in accord with their old feelings such as the oneness of God and belief in the hereafter. Although the Islamic virtues spread by the faithful elite among the great Followers (tâbi'în) had greatly enlightened the Turks' feelings, the impropriety of taking the jizya from Turks who had accepted Islam was an obstacle to the spread of the religion of Islam. To remove this obstacle the Turks contented themselves with merely cutting off the jizya. Indeed they did not touch the Umayyad officials and governors in Turkestan at all.
After this event Abdurrahman ibn Naim el-Kuşeyrî was removed from Khorasan, and Mesleme ibn Abdülmelik ibn Mervan, who was appointed to Iraq, additionally became governor of Khorasan. But he himself stayed in Iraq and sent Said ibn Abdülaziz ibn el-Haris, appointed emir, to Khorasan. At Said's arrival in Khorasan, Tevrek Han reported the Turks' aims on the spread of Islam to the said emir through a delegation formed under Bazgari (Bazgurbay), the khagan's adviser and secretary; he tried to prove that the governors were collecting the jizya from Muslim Turks and committing very many cruelties.
Said ibn Abdülaziz, to investigate the complaints made, sent Şu'be ibn Zahir en-Nehşelî to Samarkand. Understanding, like Ali ibn Habib el-Abdî, emir of Samarkand, the improprieties of the governors Yezid ibn Mühelleb and Abdurrahman ibn Naim had appointed, that is, that the complaints were true, Said ibn Abdülaziz at once dismissed, imprisoned and punished them; he satisfied the Turks and soothed the Muslims' minds by removing the jizya from those who had become Muslim.
When these just moves of Said's broke the jizya officials, he was dismissed at the end of the year 102 and Ömer ibn Hübeyre el-Fezârî became emir of Khorasan in his place. At the beginning of the year 103 Tevrek Han also died and Kuşun (Kusun) Han became khagan of the Turks. But since Mesleme ibn Abdülmelik, governor of Khorasan and Iraq, did not send the jizya he collected to the treasury, he was transferred to the governorship of the Jazira; Said ibn Amr el-Hareşî was appointed and settled in Khorasan and Ömer ibn Hübeyre el-Fezârî in Iraq.
Kuşun Han, understanding that the aim of these changes was to collect the jizya and secure the Turks' obedience, sent a delegation made up of the Muslims Şevker ibn Hamik (Sungar ibn Amik) and the beys Avram (Evram), lord of Ahrun, and Salih Veyk (Üyük), lord of Keş, under the presidency of Yılıh (Yılık) Han, ruler of Khwarazm, to Said ibn Amr el-Hareşî, governor of Khorasan; he also sent Sebkar Han, ruler of the Khazars, with a special delegation to Ömer ibn Hübeyre el-Fezârî, governor of Iraq. He was trying to secure the assurance that there was no doubt in the Turks' obedience to the Islamic government and that those who had not yet been honored with Islam would also pay their jizyas.
Ömer ibn Hübeyre, while still in Khorasan, found the Khazar ruler's word and the assurances he gave appropriate and, after giving quarter to him and the people of Sogdia, sent Sebkar Han to his successor Said ibn Amr. Yılık Han, ruler of Khwarazm, was also explaining the situation to Said ibn Amr and striving to provide the possible assurances. Said ibn Amr took them and marched on the Zerenc lands and badly scattered the Turks who were awaiting the outcome.
When Karzenc (Kara Sevinç), lord of Khujand and chief of the Kayı tribe, Keşin (Kızkaçin), lord of Sogdia, Amar ibn Mahnut (Amar ibn Bagnut), lord of Nasaf, Celenc (Gelinç), lord of Biyarket and nephew of Kara Sevinç Bey, and Divaşin (Tibaçin), one of the Turkish beys in Samarkand, complained of this unexpected harsh move of Said to İltar Han, ruler of Fergana, and asked him to help, they understood that Said ibn Amr had besieged them and surrendered. But Said ibn Amr el-Haraşî, accusing them of subversion in the city of Khujand, executed them though he had given quarter. Taking Sebkar Han, whom Ömer ibn Hübeyre had sent as one granted quarter, he imprisoned him in the city of Kahandaz (Gündüz); on reaching Merv he had him brought and hanged him on a small pretext. Fair-minded Arab brothers, and especially the Muslim scholars, condemned these treacherously harsh moves of Said. Since this treachery also lowered Said ibn Amr in the eyes of the Umayyad government, he was dismissed in the year 104 and Müslim ibn Said became emir of Khorasan in his place.
When Müslim came to Khorasan, he gave the Turks the necessary assurances and tried to gather his strength by calming the swelling thoughts. On the other hand, the Abbasid summoners, that is the leading members of the Abbasid society's committee, who saw the Turks' being affected and tried to take advantage of it, were drawing the Turks to themselves, uniting them and calling them to spread Islam. At first Kuşun Han took this invitation to be a trick of the Arabs and did not listen to it as much as was needed.
Müslim ibn Said, hearing that the committee's leaders had applied to the Turks, on one hand investigated them and on the other, thinking that the Turks had accepted the invitation, showed harsh treatment and thereby shook his position. In the end, while his enemies complained of his harsh treatment and strove for his dismissal, Müslim ibn Said crossed the Oxus River with a great force and entered Turkestan. Just as he was about to fight, hearing that he had been dismissed, he withdrew. But, subjected to a bad pursuit by Kuşun Han, he suffered many losses; he saved himself with great difficulty. Then Esed ibn Abdullah el-Kısrî, a wife's (relative of the) cruel Hajjaj, came as governor of Khorasan.
Esed ibn Abdullah, coming to Khorasan in the year 106, tried to establish relations with the Turks, busied himself with investigating the leading members of the Abbasid committee, and searched for the committee's members very strictly. In the year 107 he found the men that Bekir ibn Mahan, one of the committee's leaders, had sent to Khorasan and killed them all; he marched on Gurshistan, whose moves he suspected. Although Gurun (Ugrun Han), ruler of Gurshistan, announced that he and the state's notables had accepted Islam, proposed peace and secured the assurance that all the Gurîs would accept Islam, Esed attacked and had plundered the Gur Mountains and, in the year 108, the land of Heytal, whose people were mostly Muslim and obedient, and Herat. In the year 109 he himself was dismissed and Eşres ibn Abdullah es-Sülemî became governor of Khorasan.
Eşres, on arriving, understanding that the Turks were very eager to accept Islam and that only the jizya obstructed the realization of this good thing at an earlier time, had discovered a trouble the Turks had struggled with for thirty years and shown alertness.
At the end of the year 109, to complete this good thing, Eşres sent Ebü's-Sayda Salih ibn Tarif, chief of the Benî Zabbe tribe, and Rebi' ibn İmran et-Temimî to Samarkand and into the interior of the non-Muslim Turks and proclaimed that he would remove the jizya from those who accepted Islam; he also reported this good news to Kuşun Han.
To investigate this good news of Eşres, Tok (Toguk) Han, ruler of Bukhara, Kabçuk Han, ruler of Samarkand, İltar Han ibn Benüd (Banut) Han, ruler of Fergana, Elşin (Alçin) Han, famous as Ciguya, ruler of Tokharistan and chief of the Karlıg tribe, Çagan Han, ruler of Balasagun, Bartur (Birdur) Han, ruler of Heytal, and Bugray Han, the khagan's special adviser, famous in Transoxiana for his intellect and genius, gathered beside Kuşun Han, the Turkish khagan, and conferred, and on condition that a Turkish assistant be beside the tax secretary it was decided to accept the religion of Islam unanimously.
When this decision was reported to Eşres ibn Abdullah es-Sülemî by Muhtar Han, Muslim son of Kabçuk Han, and Bilatay Han, son of İltar Han, together with Eşhiz (Sakit), one of the Uygur beys who joined them, who knew Arabic and was famous for clerical affairs, the said emir at once accepted this condition; Sakit was appointed assistant tax secretary and the Turks in general accepted Islam at the beginning of the year 110. In this matter the effort of Bezgari (Bagırbay), the khagan's secretary, also counted.
For since the date the Turks were born as Turks, whether true or false, they have always been bound to a religion, that is devout; they have never lived without religion. In the Turks' eyes living without religion was reckoned a hopeless death and an aimless show. For this reason the Turks already affirmed the oneness of God and believed that the hereafter would be.
But since Buddhism, Sabianism, Magianism and Christianity later entered among them, they had fallen into shirk by proving certain intermediaries and partners to God, whom they knew as the one true one, and had become polytheists in detail. Polygamy was already current among them, there was civil marriage; to draw near to God at certain times they had a kind of worship they called "numas" and a kind of fast of thirty-nine days.
The religion of Islam, of these customs and beliefs the Turks were used to, forbade only the belief in partners and intermediaries, changed merely the form of the others, even lightened them; moreover, on accepting Islam they were winning over the other nations too. Bugra Han's enlightening the thoughts on this principle in the khagan's council silenced even the opposing khans and persuaded them too to accept Islam.
The errors of the Umayyad emirs, who, unable to appreciate the Turks' such deep feelings toward the religion of Islam, did not apply this small legitimate measure and could not draw very great benefit from it, were plain. From the seventy-eighth year, none of his successors could abandon the illegitimate way Hajjaj had established against the Turks, and that bad policy became a constantly applied rule.
While the true aim of the Islamic government was the spread of Islam, this true aim was neglected and the jizya money, which served to increase splendor and debauchery, could not be given up at all, and the terrible consequences of the continuation of deviance and ignorance for the sake of money were overlooked. In the end Eşres, even if temporarily, understood this gravity; alas, his greed overcame his reason.
The said emir Eşres, in the month of Şevval of the year 110, upon the insistence of the emîrü'l-harac, began to collect the jizya he had removed from those who became Muslim. By reminding them of his earlier promise and executing the poor wretches who objected, this harmful move of Eşres made the Turks extremely angry.
Indeed Çagan Han, slandering Bugra Han, who defended the acceptance of Islam, deceived the khagan together with some ignorant people; he was trying to mislead most of the new Muslims and to incite all the Turks against the people of Islam. For this reason some of the new Muslims, God forbid, turned from the religion and raised the banner of revolt and did not heed Bugra Han's reasonable counsels.
Since this impropriety of Eşres angered even the Umayyad government, his dismissal was hastened at the beginning of the year 111; the movement of Cüneyd ibn Abdurrahman, who was governor of Khorasan, was quickened. Although the opponents gathered under Kuşun Han's command fought Cüneyd fiercely, Cüneyd's extraordinary speed scattered the rebellious body, wounded the khagan and took his brother's son prisoner; the revolt lost its violence to a degree. Then, when the wounded Kuşun Han died, Ebû Müzahim Raslan (Arslan Han) was seated by election in the office of khagan.
While it was religiously necessary for Cüneyd ibn Abdurrahman to repair Eşres's impropriety, win the Turks' broken hearts and satisfy their feelings so that they would remain in the religion of Islam, it was not religiously reasonable to set out to destroy them all with the sword of vengeance. Since the Umayyad emirs did not attach importance to such things, Cüneyd, preparing a second army, turned toward Tokharistan and besieged Samarkand, which the Turks had taken, but Arslan Han, who had also taken the non-Muslim Turkish khans into his alliance, pressed Cüneyd into a bad state; he martyred some ten thousand believers and took about five thousand Muslims prisoner. Then he passed to Khorasan and came as far as Azerbaijan.
On the other hand the Khazar Turks too fought Cerrah ibn Abdullah, governor of Kurdistan, martyred the said emir and advanced as far as Mosul. In short, for a full twelve years between 111-123, bloody wars took place ten times between the Umayyad government and the Turks. For the sake of one impropriety of Eşres how many innocent Muslim lives were wasted, how many treasures vanished. All this self-sacrifice was of no use to the Umayyad government, and it was growing weaker day by day.
For although the Umayyad government succeeded in conquests on the other bank of the Oxus, that is the Heytal (Turkestan) side, leaving a governor, a tax secretary and sufficient soldiers in every great city, it took the jizyas it imposed definitely from the khans, those living in towns and villages remained under the khans' influence, and governmental influence could not be established at all.
Although the khagans lived outside the conquered lands, they governed the khans living within the conquered lands as they wished, the latter bound the tribal chiefs to their own will, if a small incident broke out in one place all the khans united, the small incident turned into a great revolt, the necessity of sending an army arose, and the governors' cruelties always gave rise to bitter events.
Within a full hundred years from the twenty-third year to the hundred and twenty-third year of the Prophet's Hijra, although the Hittite lands such as Bukhara, Balasagun, Tokharistan, Khwarazm, Samarkand, Sogdia, Talqan, Farab, Fergana and Kashgar were conquered repeatedly, the Turks took them back again repeatedly and exhausted the Umayyad government, and thousands of people on both sides perished in between.
Esed ibn Abdullah el-Kasrî, who in the year 117 became governor of Khorasan for the second time, understanding that the principal cause of so many losses was Arslan Han, gave hope to Gürsul et-Turkus, that is Turgızlı Gürsul Bey, one of his greatest emirs and relatives, in order to hunt him from within. In the year 119, one night while playing chess, Gürsul with his men suddenly attacked and killed the khagan, that is Arslan Han, and fled to Esed ibn Abdullah.
Then Esed ibn Abdullah attacked Turkestan and executed Burdur Han, ruler of Heytal, and Çagan Han, ruler of Balasagun, the moment he caught them, and scattered their communities. Arslan Han had received the epithet "Ebû Müzahim" because he had made a name among the Arabs for his valor.
His loss was a heart wound to the Turks, and they seated his son Kılıç Han in the office of khagan. Bugra Han, Arslan Han's special adviser, became ruler of Balasagun and remained beside Kılıç Han.
Muhammed ibn Ali ibn Abdullah ibn Abbas el-Abbasî, imam of the Abbasid community, appreciating the Turks' grief and their feelings in favor of the Prophet's family, wrote in a letter to Süleyman ibn Kesir, a well-known leader of the Abbasid society's committee, that establishing relations with Bugra Han and in any case, through him, bringing the khagan and all Turkestan into the alliance was certain according to the existing conditions.
Süleyman ibn Kesir, meeting Bugra Han in secret, explained that the leaders of the Umayyad government were outwardly, through sin and debauchery, very far from the great Islamic imamate; after reciting their cruelties and evils that grieved all believers, he explained in detail that the Abbasids, being of the upper stratum of the Hashimites and especially of the grandchildren of our Prophet's worthy uncle, and therefore of the Prophet's family, were accepted to have the strength and competence to defend and raise the lofty aims of all believers, and were more worthy of the great imamate; he tried to enlighten Bugra Han and bring him into the alliance.
Bugra Han had learned from the Turkmens the situation of Merv, the administrative center of Khorasan, and the character and conduct of Cafer ibn Hanzala, who had come as new governor to Khorasan, and understood that Cafer's method was no different from his predecessors'. From the information he received he understood that the believers loathed the Umayyads extremely, both for the evils they had committed against the Prophet's family and for the hated cruelties they had done to the Turks themselves, and that their feelings were against the whole Umayyad government. For this reason, appreciating that there was seriousness in Süleyman ibn Kesir's moves, he gave an appropriate reply.
After this, Bugra Han, ruler of Balasagun, Bilatay Han, son of İlter Han, ruler of Fergana, Toguk Han, ruler of Bukhara, and Kuduz Han, ruler of the Khazars, were trying to spread the religion of Islam in their own lands, appointing to each of the Muslim Turks, as imam, a person from among the Abbasid summoners, that is members of the Abbasid society's committee, and implanting love of the Prophet's family and the Abbasids in the hearts of the Muslim Turks, free of rancor and trickery.
It was at this time, in the year 120, that Nasr ibn Seyyar became governor of Khorasan in place of Cafer ibn Hanzala, but the Abbasid society was increasing day by day in the Khorasan and Heytal areas.
Nasr ibn Seyyar, since he knew the Turks' situation more closely, followed a conciliatory course, in the year 123 tried to suppress the movements seen in the Sogdia and Fergana areas, made peace at once and drew to his side Kavsan (Kusan Han), one of the Muslim Sogdians, who had become ruler of Bukhara in place of the deceased Toguk Han.
Just as Hişam ibn Abdülmelik, who after Ömer ibn Abdülaziz showed the most intelligence, policy, fairness and justice among the Umayyad rulers, died in the month of Rebiülevvel of the year 125, the head of the Abbasid society, el-İmam Muhammed ibn Ali es-Seccad el-Abbasî, also died. But on his will his son İbrahim became imam of the community, and the famous Ebû Müslim-i Horasanî, gaining affiliation to this imam, took up the executive task of the Abbasid society.
Nasr ibn Seyyar, governor of Khorasan, in the year 128 fully understanding the terror of the Abbasid society, that the Muslim Turks had actually joined this society, that non-Muslims too were helping, and the important task Ebû Müslim had undertaken, on one hand tried to win over the Turks and on the other asked for help from the central sultanate. But the Umayyad ruler Mervan ibn Muhammed could not help since he was occupied with other Kharijites, and the Turks, having joined the alliance society, would not approach at all. For this reason in the year 129 Ebû Müslim-i Horasanî began his work safe from the Turks.
For had Kılıç Han, the khagan of the Turks, and his special adviser Bugra Han not joined the Abbasid alliance society and become helpers of this society, this confusion arising from the weakness of the Umayyad government was an opportunity the Turks had sought and not found.
Seizing the opportunity at once, they repeated from the Heytal and Khazar sides the overflowing movements they had made up to the year 123, and were seeking disturbance events that would ease their marching on Iraq from both sides, and their own organization was also in order.
But the Turks' aim was to exalt the faith. The Arab saviors who were trying to direct them toward eternal happiness were trying to rescue their religious brothers, the Arab elite, and especially the life and honor of persons of the Prophet's family, and, for the sake of personal interests, religion and faith, from the cruelties of the Umayyad government, which did not recognize the Ahl al-Bayt. For their own happiness commanded this.
For this reason from the year they joined the Abbasid alliance society until the proclamation of the Abbasid caliphate they remained calm toward the Umayyad government and showed the Abbasid society the help they were religiously obliged to give. For the necessity to the Turks of the religion of Islam, a terrible spiritual power that would overcome even the sharpest fires, which easily governs and leads the human community like one individual and provides material and spiritual happiness for every individual, was very clear.
As understood from the letter of Muhammed ibn Ali es-Seccad, father of the Abbasid caliphs, written to Süleyman ibn Kesir and whose meaning was presented above, he understood that there was no remedy but to overthrow the Umayyad government for the exaltation of the religion of Islam. But very self-sacrificing men were needed who would give their lives to such a bloody adventure. The Umayyad government then had the Turks on its east side and the Greeks on its west.
Muhammed ibn Ali es-Seccad could not apply to the Christians, that is the Greeks, the greatest enemy of the religion of Islam, to overthrow an Islamic government. For he would die before another Islamic caliphate was born, and he himself would be eternally accursed according to the shari'a.
History shows in what terrible tortures, savage cruelties and treacherous torments the Islamic states of Andalusia, who constantly applied to the Spanish traitors to crush one another, perished down to a single soldier in their hands.
Muhammed ibn Ali es-Seccad could not commit such a bitter experience even then. For Arab nobility, racial dignity and religious zeal did not permit such accursed applications. He knew for certain that applying to Christians in such dangerous religious matters would shed innocent Muslims' blood in vain and even extinguish his own hearth before it burned.
But he had understood with certainty, by a hundred years of actual experience between 23-123, that the Muslim Turks in the east, though eager to fight for the religion of Islam and very self-sacrificing, were born warriors.
Muhammed ibn Ali es-Seccad saw no valiant men who would give their lives for this exalted aim other than the Turks to whom our Prophet pointed with his honored words "Liyensuraküm ale'd-din (hadith)." The Muslim Turks too were longing for such self-sacrifice and were looking for a sign to crush the oppressors. For this reason the bond of both sides to each other in religion and spirit was very sincere.
The Turks and Arabs had understood very deeply that the exaltation of the religion of Islam depended on the uniting of the efforts of a Muslim community made up of the various Islamic elements that took religious brotherhood as the basic rule.
That these two great nations, one by its virtue and learning, the other by its sword and faith, plain servants of the religion, were two great pillars of Islam who would spread and defend the religion of Islam in Africa and Asia with their blood and lives, his Excellency Muhammed ibn Ali es-Seccad appreciated even then and said to his summoners whom he sent to Turkestan, "Do not part from the Turks, it will be only the Turks who will raise your aim"; he was trying to win the Turks, succeeded, but the fruit of his success remained for his children.
In short, Ebû Müslim-i Horasanî, with an orderly force made up of Turks, Arabs, Kurds and Persians willing to sacrifice their lives for the faith, scattered Nasr ibn Seyyar, governor of Khorasan, took the city of Merv, the center of Khorasan and old capital of the Turkmens, and then, turning to Iraq, ruined its governor Yezid ibn Hübeyre.
The great army of a hundred and twenty thousand of the Umayyad ruler Mervan ibn Muhammed melted like ice before Ebû Müslim's small united body of sixteen thousand, enlightened by the light of Islam; as his last treachery Mervan executed in council İbrahim, whom Muhammed ibn Ali es-Seccad had appointed imam, but the other son of the said person, Ebü'l-Abbas Abdullah es-Seffah, proclaiming the caliphate, the Islamic world attained happiness in two ways:
The first was that the Turks living in the Heytal continent had generally accepted the religion of Islam. The second was that the Umayyads were seeing the punishment for the cruelties and injustices they had committed against the Prophet's family. The Turks, after accepting the religion of Islam, which they were already eager for, spent their strength to spread it, and the Umayyads repented of the sins they had committed.
Since the famous khagan Kılıç Han ibn Arslan Han and Bugra Han, ruler of Balasagun, had very great services in the Turks' acceptance of Islam, the names of these two persons and they themselves were much respected among the Turks. The names Kılıç and Arslan were counted very blessed.
Since the Seljuks showed themselves to be descended from the children of this Kılıç Han ibn Arslan Han, the names Arslan, Alp Arslan and Kılıç Arslan became the names of very many persons among the Seljuk children and were much given until the end of the seventh Hijri century.
Bugra Han was very famous for his intellect and learning, virtue and faith, and the Turks loved his clothing, his cap and his food very much and very much wished to imitate his movements and relate his words. Bugranî Clothing, Bugranî Cap and Bugranî Food were very famous, and only "Boranî Food" has been able to reach us, the others being forgotten. Wise words were called "Bugra's word is wisdom."
Bugra means a very imposing male camel, like bugur. Bugra Han's son İgrak Han was also very famous, and among the said person's children Arslan, İlik, Bugra and Kılıç Hans, rulers of Turkestan, gained great fame, and the dynasty ruled more than five hundred years.
The second caliph Ebû Cafer el-Mansur, winning the Turks, who rose through the effort of these two persons, removed Ebû Müslim, whose captive he was, without difficulty and took the Turks close to himself. From this event the Turks, while being the special soldiers of the Abbasid caliphate, also had the resolving and binding of Islamic affairs handed over to their competent hands.
Ebû Cafer el-Mansur had accepted and applied the bequests of his father Muhammed ibn Ali es-Seccad concerning the Turks. For Bugra Han had enlightened him about the said Ebû Müslim. In the second stage of the Abbasid caliphate Ebû Müslim's end was certain. For this reason the Turks' loyalty to the Abbasids was an undeniable situation.
From this date the Turks, going in streams to every side, held very esteemed, great positions in the places they reached; here and there raising the banner of Islam toward the land of shirk, they put the Islamic world in their debt by conquering thousands of great lands and enlightening millions of people. Indeed in the year 349 the remnants of the Hıta and Guz Turks also in general accepted Islam.
Notes and Research
Old Words in the Text
- cizye: The poll tax taken from non-Muslims; its being taken from those who became Muslim is the main problem of this section.
- mevâlî: Those who were not of the Arabs and became Muslim by attaching themselves to Arab tribes. Hüsameddin does not use this word; today's research explains the jizya problem through this group.
- emîrü'l-harâc, kâtibü'l-harâc: The administrator who collects taxes and the tax scribe.
- imâmu'l-cemâ'a: The head of the community, here of the Abbasid movement.
- cem'iyyet-i Abbâsiyye: The Abbasid summoning (propaganda) organization formed against the Umayyads.
- Heytal, Mâverâünnehir: The Turkestan lands beyond the Oxus.
- hâkân, Han: Khagan and khan; Turkish ruler titles.
Kuteybe ibn Müslim and the Conquest of Transoxiana
The first part of the text concerns the conquests in Transoxiana in the Umayyad period. According to the TDV İslâm Ansiklopedisi, Kuteybe ibn Müslim became governor of Khorasan in the year 86 (705) under Hajjaj ibn Yûsuf; he conquered places such as Baykand, Bukhara, Keş and Nasaf and extended the Umayyad borders to the Chinese frontier. He died in the year 96 (715). The end that Hüsameddin briefly mentions as "his dismissal and then execution" is more detailed in the encyclopedia: Kuteybe, against the possibility of dismissal by the new caliph Süleyman ibn Abdülmelik, who was hostile to Hajjaj and Kuteybe, revolted, did not find the support he expected from his army, and a group under the tribal leader Vekî' ibn Hassân continued their loyalty to the caliph and opposed him. According to the entry on Transoxiana, the Turkification of the region began with the intense Oghuz migrations of the last quarter of the 9th century, strengthened with the arrival of other Turkish tribes such as the Karluks and Khalaj, and entered its final stage with Karakhanid rule.
The Jizya Problem: Eşres's Policy
The subject Hüsameddin relates at greatest length is whether the jizya would be taken from Turks who became Muslim. The article of Yunus Akyürek of Çanakkale Onsekiz Mart University examines this event in detail. According to the article, Eşres ibn Abdullah, governor of Khorasan (109-111/727-729), on taking office announced that he would remove the tax taken from the mawali, but since an Islamization above what was expected took place, considering possible tax losses he soon returned to the "conditional jizya" practice of the earlier governors. This changing policy caused a group of mawali to leave Samarkand (Sogdia); Eşres's applying pressure turned into a regional revolt with the military support of the Turkish elements north of the Syr Darya, most of the Sogdian lands left the hands of the Umayyads, and Eşres was removed from office. The article also notes that the jizya was not demanded from all the mawali in the Umayyad period, that the practice began in the Sogdian part of Transoxiana after Kuteybe's death, and that some caliphs and governors did not demand such a tax.
That is, Hüsameddin's two main observations, that Eşres first said he would remove the jizya and then stepped back and that this led to the Turks' revolt, agree with the contemporary academic study. Hüsameddin sees this event as the main error of the Umayyad administration and stresses that the Turks accepted Islam "voluntarily"; the academic account treats the tax problem more from the fiscal and administrative side.
Ebû Müslim and the Abbasid Movement
The lineage of Ebû Müslim-i Horasanî is not certain in the sources. According to the TDV İslâm Ansiklopedisi he was probably born in 100 (718-19) at Isfahan or Merv; it is known that he was not of the Arabs, but there is also no information that he was of Turkish or Persian origin. He was sent to Khorasan by Imam İbrahim in 128 (745) and in the spring of 129 (747) openly began the movement around Merv. Hüsameddin's account of "the Turks' joining the Abbasid movement" is the author's interpretation; information on Bugra Han's role in these events could not be verified in the sources read in this study.
The Bugra Han Problem
The account at the end of the text that "Bugra Han" and Kılıç Han became Muslim in the Umayyad age diverges from known history. According to the TDV İslâm Ansiklopedisi the Karakhanid ruler Satuk Buğra Han was born at the end of the 9th century and is the first Muslim khan of the Karakhanids. His acceptance of Islam is around 308 (920); dates such as 932, 940 or 945 are also reported. His death is in the year 344 (955). That is, the Karakhanid ruler Buğra Han's acceptance of Islam is about two centuries after the events Hüsameddin relates. Hüsameddin may have merged persons of two separate ages with similar names or may have reported a local tradition; additional sources are needed to give a definite judgment. The title "Buğra," according to the encyclopedia, means "stud camel" and has been used around Fergana since the first half of the 8th century; Hüsameddin gives the same meaning (an imposing male camel).
The author's claim that the Seljuks showed themselves to be of the line of Kılıç Han ibn Arslan Han was also not separately verified. That the names "Arslan" and "Kılıç Arslan" were common in the Seljuk dynasty is a known fact.
Remaining Questions
The common point that stands out throughout the text is that the author relates the Turkish-Islamic relationship, in keeping with the thought of his time, within the framework that "the Turks already believed in the oneness of God and therefore turned naturally to Islam." This is a typical interpretation of Ottoman Turkish historiography of the late 19th and early 20th centuries and, compared with the detailed chronology in Karakhanid, Samanid and Abbasid sources, appears simplified in many places.
