In Modern English

He was from the village of Sevincer near Amasya. He was the son of Peçelioğlu Kara Mehmed Ağa, one of the well-known sipahis. He was known as "Sevincerli Ömer Pasha." On the twelfth day of Dhu al-Hijja 1083 [March 1673] he became governor of Amasya; İbrâhim Ağa, trustee of the Sultan Bayezid waqfs, became his mütesellim.

After the previous governor was transferred elsewhere, the city kethüda Ziyareli Mehmed Ağa was also dismissed; Dizdar Hamza Ağa became city kethüda in his place, and the renowned Çavuşlu Mehmed Ağa became warden of the Upper Castle.

This year Hacı Paşazâde Abdülkerîm Pasha bin Hüseyin Bey, trustee of the Abdullah Pasha Waqf and one of the notables of Amasya, died. The trusteeship of the waqf was given to his elder son Hüseyin Bey, and a zeamet to his other son Mehmed Bey.

Thanks to the general petition (mahzar) prepared on the previous governor's good administration and to the favor shown to Ömer Pasha by Grand Vizier Köprülüzâde Fâzıl Ahmed Pasha, Ömer Pasha was appointed by promotion to the beylerbeyilik of Kars; the sanjak of Amasya, vacated by him, was given in addition to es-Seyyid Mehmed Pasha, Governor of Kayseri.

The Rise of a Village Sipahi

When the small records scattered through the earlier entries are brought together, the life of Sevincerli Ömer Pasha forms an example of how a local sipahi in seventeenth-century Amasya could rise as far as beylerbeyi. Hüsameddin first mentions him in 1076 as one of the "well-known sipahis" who went in pursuit of the bandits arising around Taşan Dağı and Lâdik. His ambushing and capturing, together with Hacı Paşazâde Abdülkerîm Bey, of Deli Süleyman and his men, who raided Merzifon in 1078, earned him a kapıcıbaşılık. In 1081, while voivode of Tokat and beytülmal emini of Amasya, he became beylerbeyi of Karahisar-ı Şarkî. At the end of 1083 he was brought from Karahisar-ı Şarkî to the governorship of Amasya, and a few months later, through the favor of Fâzıl Ahmed Pasha, was promoted to the beylerbeyilik of Kars. This path, extending within seven or eight years from a sipahilik known by the name of his village to the beylerbeyilik of Kars, shows that pursuing bandits could be a door to advancement in the provinces.

In our searches no information was found on Ömer Pasha's life after the beylerbeyilik of Kars.

The Village of Sevincer

Sevincer, Ömer Pasha's home, is still a village in the central district of Amasya. According to records based on Nişanyan's inventory of place names, the village has borne the same name since 1928, that is, it was not affected by the name changes of the Republican period. In the 2022 records its population appears as 469. Hüsameddin's "he is of Sevincer near Amasya" shows that the village was known by the same name in the seventeenth century as well.

The Abdullah Pasha Waqf and the Hacı Paşazâdes

Hacı Paşazâde Abdülkerîm Pasha, whose death is reported in the entry, is the Abdülkerîm Bey who, two entries earlier, received the rank of beylerbeyi for his success in capturing Deli Süleyman. The Abdullah Pasha Waqf, of which he was trustee, is one of the old waqfs of Amasya. Among the first buildings explicitly called "darülkurrâ" in reliable sources on Ottoman architecture is counted the Abdullah Pasha Darülkurrâ in Amasya from the time of Bayezid II; this building has disappeared today and almost nothing is known about its architecture. Whether the waqf Hüsameddin mentions here is the Abdullah Pasha waqf that included this darülkurrâ cannot be determined with certainty from the text.

The last sentence of the entry is also noteworthy: the petition prepared by the notables of Amasya on the good administration of the former governor Deli Emîr es-Seyyid Mehmed Pasha secured that the sanjak of Amasya was given back to him together with the sanjak of Kayseri. That this Amasya-born pasha, who in the previous entry both condemned the sayyids' excess and sided with them in the sayyid affair, was asked back to the city by the people's joint petition suggests that his moderate stance was appreciated in the city after the events.
