Mutasarrıf Paşa, Mecitözü dâhilinde Aştagul civarında eşkıyâyı basıp harp ederek beş on hazeleyi tutdu. Diğerleri fürce olup kaçtı. In Modern English
He was a native of Amasya. He was the son of Hacı Kâsımzâde es-Seyyid Mustafa Ağa bin es-Seyyid el-Hâc Kâsım Ağa bin es-Seyyid Hasan İzzeddîn, of Rifâ'î descent. He was known as "Deli Emîr." On the fourth day of Safar 1078 [July 1667] he became governor of Amasya, and his kethüda Mehmed Ağa became mütesellim of Amasya.
Then Kürt Sefer Ağazâde Ahmed Ağa, the deputy in Merzifon and building superintendent of the charitable works of the deputy grand vizier Merzifonlu Kara Mustafa Pasha, became voivode of Merzifon, and Hacı Mustafa Efendi, ders-i âm in Merzifon, became mufti of Merzifon and professor of the Sultaniye.
After these, Hüseyin Bey and the ağas Muslî and Yûsuf were also dismissed. İbrâhim Beyzâde Mahmûd Bey became alaybeyi of Amasya, Zor Mustafa Ağa city steward, and Koca Ahmed Ağa of the Eighty-First became janissary commander; these had been charged with pursuing the bandits together with the governor.
Merzifonlu Kara Mustafa Pasha and the Governor of Sivas, Merzifonlu Halil Pasha, gave this sad event the utmost importance. They demanded with great firmness that the bandits be caught, dead or alive, whatever it took, and that Mehmed Çelebi be rescued together with the plundered goods.
At the beginning of Rabi' al-Awwal, Hacı Efendizâde Ömer Efendi bin Mehmed Çelebi, one of the great kadıs, became kadı of Amasya in place of Kadı Hacı Abdülfettâh Efendi. From time to time his son İbrâhim Efendi acted as his deputy (naib).
The governor, pursuing the bandits on four fronts, together with Hacı Paşazâde Abdülkerîm Bey, one of the notables of Amasya, the alaybeyi Mahmûd Bey, and Sevincerli Ömer Ağa, began to encircle and comb the sanjak of Amasya.
The governor Pasha attacked and fought the bandits near Aştagul within the bounds of Mecitözü and captured five or ten of the villains. The others found a chance and fled. Abdülkerîm Bey and Ömer Ağa, pressing on those quarters, ambushed these hardened bandits; they took fourteen of them dead, and the ringleaders, Deli Süleyman and his other companions, alive. They recovered the plundered goods and the mufti's son.
At the beginning of Rabi' al-Awwal the bandits, brought to Amasya, and the mufti's son were sent to Merzifon. Merzifonlu Kara Mustafa Pasha was very pleased with this success and had all the bandits executed in Merzifon. Abdülkerîm Bey was given a beylerbeyilik, and Sevincerli Ömer Ağa a kapıcıbaşılık.
On the twelfth day of Rajab, since Mirliva Hacı Selim Bey died, Mehmed Ağa of the sipahi class became trustee of the Sultan waqfs. Also this year Köprülü el-Hâc Hüseyin Bey bin Mustafa Ağa bin Arnavut Hüseyin Ağa, bey of Jeddah and sheikh of the Masjid al-Haram, a paternal cousin of Köprülüzâde Fâzıl Ahmed Pasha, died.
At the beginning of Muharram 1079 [June 1668], since the Governor of Amasya Deli Emîr Mehmed Pasha became beylerbeyi of Şehrizor by promotion, the sanjak of Amasya was given to el-Hâc Mehmed Pasha, Beylerbeyi of Şehrizor.

The End of the Merzifon Raid
This entry gives the outcome of the Merzifon raid told in the previous entry. Deli Süleyman and his men were cornered near Aştagul within the bounds of Mecitözü, some were killed, the ringleaders were captured alive, and the mufti's abducted son was rescued. Aştagul, which Hüsameddin mentions, is one of the old nahiyes of the sanjak of Amasya. According to Hamdullah Dedeoğlu, the place, which under the name Aştavul or Aştağul was a nahiye attached to the sanjak of Amasya between 1465 and 1530, is today a village attached to the Ortaköy district of Çorum. Hüsameddin's "within Mecitözü" reflects the administrative division of his own time; Mecitözü was a kaza attached to Amasya between 1868 and 1918. Thus it is understood that the bandits fled from Taşan Dağı as far as this region between Amasya and Çorum.
The importance given to the event in Istanbul can be explained by Merzifonlu Kara Mustafa Pasha's position at that time. According to Abdülkadir Özcan, Kara Mustafa Pasha was made deputy grand vizier (sadaret kaymakamı) on 5 Dhu al-Qa'da 1076 (9 May 1666) when Fâzıl Ahmed Pasha set out on the Cretan campaign, and he held this office for nearly three years. Hüsameddin's calling him "kâ'im-makâm-ı sadr-ı âlî" coincides with this period. According to Mehmet Öz, Kara Mustafa Pasha's complex in Merzifon was also built between 1666 and 1679. The appointment as voivode of Merzifon of Kürt Sefer Ağazâde Ahmed Ağa, whom Hüsameddin mentions as the Pasha's deputy in Merzifon and building superintendent of his charitable works, shows that the deputy grand vizier entrusted security in his home town to his own man. Hüsameddin's later entries tell that the same Ahmed Ağa became kethüda of the grand vizierate when Kara Mustafa Pasha became grand vizier.
The bandits' execution in Merzifon means that the punishment was given in the place where the crime was committed, before the eyes of the people. The giving of a beylerbeyilik to Hacı Paşazâde Abdülkerîm Bey and a kapıcıbaşılık to Sevincerli Ömer Ağa, who showed success in the pursuit, shows that local notables could rise in state service through pursuing bandits. That Sevincerli Ömer Ağa would become governor of Amasya a few years later is told in the following entries.
Deli Emîr Mehmed Pasha
Es-Seyyid Mehmed Pasha, who gives the entry its name, belongs to a sayyid family of Amasya of Rifâ'î descent. Abdulhalim Durma writes that in Amasya, before the Mevlevi order, the Rifâ'î order was represented in the city through Seyyid Alparslan; the Hacı Kâsımzades' descent from the Rifâ'î line can be seen as an extension in the seventeenth century of this old tradition. Deli Emîr Mehmed Ağa's name had appeared before: in 1074, as kapıcıbaşı, he had sold the property of the pashas of Amasya executed on the Uyvar campaign and had received the sanjak of Çorum in return. According to Hüsameddin's later entries, Deli Emîr Mehmed Pasha became governor of Amasya a second time in 1082 and a fourth time in 1087; in his last post the sanjak of Kayseri was also given to him, and he was appointed inspector of Anatolia (Anadolu müfettişliği) against the bandits arising in Anatolia.
Concerning Köprülü el-Hâc Hüseyin Bey, bey of Jeddah, who is mentioned as a paternal cousin of Köprülüzâde Fâzıl Ahmed Pasha, Hüsameddin states that he took the information from the waqf register of Merzifonlu Kara Mustafa Pasha. No information was found in other sources about this person or about Deli Emîr Mehmed Pasha's beylerbeyilik of Şehrizor.
