In Modern English

He is the son of Seyyid Feyzullah Efendi, chief clerk of the Amasya court, who was himself the son of Hacı İsmâil Efendi. For a time he studied with the scholars. After acquiring learning and knowledge he engaged in tax-farming (iltizam). For a time he also served as chief clerk of the court and sat as a member of the Council of Notables.

But because he was seen to side with the Janissaries in their disturbances, he was dismissed; though a council member in 1243 [1827-28], he died in the early part of 1244 [1828]. He was a skilled clerk, a man of influence and wealth.

The Janissary Disturbances and the Date

Hüsameddin attributes İsmâil Efendi's dismissal to his being seen as a partisan in "the Janissary affairs" but does not say which event he means. The Janissary Corps was abolished on 17 June 1826, and the event is generally called the "Auspicious Incident" (vak'a-i hayriyye) in the sources. The same decree announced that a new army, the Asâkir-i Mansûre-i Muhammediye, would be formed in its place. That İsmâil Efendi is still described as a council member in 1243 [1827-28] shows that the dismissal came before that date; the events of 1826 therefore come to mind, but since the text does not say so, the link is an inference and not certain.

No information was found in other sources about the Council of Notables in Amasya or about İsmâil Efendi's relations with the Janissaries.
