In Modern English

He was from Bozok. At the beginning of Muharrem 1211 [1796] he became muhassıl of Amasya. By him Millîoğlu Hacı Süleyman Bey became mütesellim, and the former mütesellim Kayalıpaşazade Hacı Süleyman Bey became chief ayan and muhtar-ı belde (the city's elected representative).

In Safer the mufti, the nakib and the city kethüda were dismissed one after another; Dizdaroğlu Hacı Hüseyin Efendi became mufti of Amasya, Müllabalıoğlu Hacı Hasan Efendi nakib, and Kayalıpaşazade Hacı Ömer Bey city kethüda.

On the twentieth day of Receb, since the mufti Hacı Hüseyin Efendi fell ill and took to his bed, the mufti before him, Ürgüplü Hacı Ahmed Efendi, was brought back to office. The former mufti died seven days later and Ürgüplü Efendi was rid of his rival.

In Şaban, the Eser-i Cedîd Mansion and the Nizâm-ı Cedîd Barracks (Ocak), whose construction had begun on the extensive vineyard plot donated by the muhassıl bey in the Hızır Paşa quarter, were completed and officially opened; the mütesellim of the sanjak was also rewarded with the rank of kapıcıbaşı.

At the end of Zilkade, since Hatibzade Hacı Rıfkı Osman Efendi, naib of Amasya and court clerk, died, Fazlıoğlu Feyzullah Efendi became naib of Amasya, and the other Fazlıoğlu, Hacı Ahmed Efendi, who came from Samsun, became court clerk.

In Zilhicce, Şeyh Ahmed Nâsih Efendi son of Ebubekir Efendi was appointed for the first time to the professorship of the Şifâiyye Madrasa, built by Hacı Hasan Ağa in the Hacı Âdil quarter of Merzifon; he devoted his time to teaching the Şifâ-i Şerîf.

This year, among the notables of Amasya, Gürcüzade Halil Pasha, among the ayan Türedioğlu Hacı Ali Ağa, among the janissary officers Semercioğlu Hacı Hasan Ağa, Hıfzızade Hacı Abdülganî Efendi, and Kurdoğlu Hacı Mahmud Bey, administrator of the waqf of Hızır Pasha and Mehmed Pasha, died. The administratorship was given to his son Mehmed Bey.

On the first day of Muharrem 1212 [1797], Yörgüç Paşazade Hacı Hasan Bey son of Hacı Ahmed Bey son of Hacı Ömer Bey, one of the ayan, became chief ayan and muhtar-ı belde; the mütesellim and the muhassıl remained in their places. In Safer the kul kethüdası (the administrator who comes after the ağa in the janissary corps) Kutoğlu Hüseyin Ağa of Amasya became janissary ağa.

At the beginning of Cemaziyelevvel İsmail Efendi became kadı; by him the clerk Fazlıoğlu Hacı Ahmed Efendi became naib of Amasya. In the middle of Şaban the janissary ağa Kutoğlu Hüseyin Ağa was dismissed and in the annual appointments in Şevval became guardian of Niğbolu with the rank of beylerbeyi. On the night of Berat, Paşazade Halil Bey son of Osman Bey, administrator of the large vineyard before Memi Dede that Mehmed Pasha of Amasya, called Behrîzî, had endowed for his offspring, died; since he had no son, the administratorship was given to his daughter Kaya Hatun.

Süleyman Bey of Bozok

The "Bozoklu" Süleyman Bey in the entry's heading is Çapanoğlu (Cebbarzade) Süleyman Bey, the most powerful representative of the Bozok-based Çapanoğulları family. According to the entry written by Özcan Mert, upon the killing of his elder brother Mustafa Bey in 1782 he became governor of Bozok and began the family's most brilliant period, lasting thirty years. The same entry states that the muhassıllık of Amasya was given to him in 1791 and remained with him until 1793; the 1211 [1796] appointment Hüsameddin records is not mentioned. Sabit Genç's study gives this date as August 1796. Mert writes that from 1793 Süleyman Bey took part in the collection of the İrâd-ı Cedîd taxes and rendered successful services in spreading the new army across Anatolia, increasing the number of soldiers and building barracks. That the Nizâm-ı Cedîd building in Amasya was opened during his muhassıllık fits this picture.

The Eser-i Cedîd Mansion and the Nizâm-ı Cedîd Barracks

Sabit Genç, evaluating this brief record of Hüsameddin together with archival documents, tries to determine the site of the first Nizâm-ı Cedîd building in Amasya. According to him, because of the difficulties created by the journey of the soldiers sent to Istanbul for training, it was decided to build barracks in Amasya; the extensive vineyard plot belonging to the muhassıl Süleyman Bey in the Hızır Paşa quarter was found the most suitable. The building was opened in February 1797. The land is the place known today as the Station land. In a document written in 1944 when the station land was transferred to the Ministry of National Defense, the phrase "the land of the Nizâm-ı Cedîd Barracks located around the station land" appears, and no trace of the barracks is found elsewhere; according to Genç, this shows the barracks were here. No remnant of the building itself is known today.

The new army unit in Amasya was also wanted to be enlarged in the following years. According to the documents Genç relays, on 1 March 1805 the tax farm of Amasya was given to Çapanoğlu on condition that he form an orta (regiment) of 12 companies of 100 musketeers each. Although a total of 2,415 soldiers were promised from the kazas, in August 1806 it is understood that the Amasya orta had 53 officers and 411 men and never reached the planned number. Genç sees in this the influence of Tayyar Mahmud Pasha, who worked against the Nizâm-ı Cedîd in the region. The 1797 opening that Hüsameddin records is the most optimistic memory of the new army in Amasya; a few years later, one of the subjects of the armed conflict that would break out between the Canikli and Çapanoğlu families would be the future of this unit.

The Şifâiyye Madrasa in Merzifon

Hüsameddin, in the Merzifon section of his book, listing the madrasas in Merzifon, writes that in the year 1212 "el-Hac Hasan Ağa" had a madrasa built and that this madrasa was known as "Şifâiyye". In this entry, however, a professor is appointed to the madrasa in Zilhicce 1211 [May–June 1797]. The difference of a few weeks can be explained by the building having been completed at the turn of the year. In Mehmet Öz's entry on Merzifon this madrasa is not mentioned among the city's old buildings; no information was found in other sources either.

The Waqf of Hızır Pasha and Mehmed Pasha

The "waqf of Hızır and Mehmed Pashas", whose administrator died this year, is the waqf of Mehmed Pasha son of Hızır Pasha, one of the great founders in Amasya in the time of Bayezid II. According to Mustafa Çağhan Keskin's study, Mehmed Pasha's mosque in Amasya was completed in 891 [1486] according to its inscription, and his waqf deed was drawn up in 896 [1491]. According to the deed the first administrator was Mehmed Pasha himself, and one fifth of the revenue was set aside as the administrator's share. The pasha died in 900 [1494]. Hüsameddin's record shows that three hundred years later this waqf was still living on in the hands of a line of administrators.

The later rise and bitter end of Kutoğlu Hüseyin Ağa, who rose to the janissary ağalık, is told in entries 78 and 79; no information on him was found in other sources. No other record could be found either on Mehmed Pasha of Amasya, called Behrîzî, and the endowed vineyard before Memi Dede.
