In Modern English

He is from Istanbul. He is the son of Mustafa Efendizâde Mehmed Efendi, one of the grandsons of Yeğen Osman Efendizâde Mehmed Efendi, a former mufti of Amasya. On the eighth day of Muharrem 1168 [October 1754] he became mutasarrıf of Amasya; until he himself arrived, Hacı Efendioğlu Hacı Ahmed Ağa served as mütesellim.

On the seventeenth day of Safer [December 1754] the mufti Hacı Ali Efendi was given the deputy naqibship in addition to his muftiship, and his office was thereby strengthened. On the twenty-eighth day of the month, a Friday, on the death of Sultan Mahmud Han I, his brother Sultan Osman Han III came to the throne. Afterward Çeteci Abdullah Pasha became governor of Sivas.

At the beginning of Receb [April 1755], Çevgânîzâde İbrahim Efendi came as kadı of Amasya. The mutasarrıf Abdullah Pasha had been greatly grieved at being sent to Maraş while he was awaiting the vizierate after the sadaret kethüdalığı. On arriving there he had fallen ill and, longing for Amasya, his grandfather's home region, for a change of air, had of his own wish taken the mutasarrıflık of Amasya. He died in Receb [April-May 1755].

A Pasha Who Died in Amasya

According to Hüsameddin's footnote, the order appointing Abdullah Pasha to the mutasarrıflık of Amasya is recorded in the Amasya sharia court registers; that is, this appointment rests on a document the author of the book saw himself. The story the entry tells is the disappointment of an Istanbul bureaucrat. It is understood that Abdullah Pasha came from an Amasya family of muftis, and that, since it was his grandfather's home region, he wanted Amasya when he fell ill. Yeğen Osman Efendizâde Mehmed Efendi, named as the ancestor of this family, is one of the former muftis of Amasya.

The sadaret kethüdalığı, from which Abdullah Pasha awaited the vizierate, was in the early eighteenth century an office regarded as the second power of the state after the grand vizier. As Muzaffer Doğan notes, the sadaret kethüdası in this period was mainly responsible for internal affairs; the appointment of provincial administrators, their supervision at their posts and securing their ties with the center were among his duties. The resentment Hüsameddin describes as "it touched his heart" suggests that the pasha, coming out of such an office, regarded the beylerbeyiship of Maraş, far from the center, instead of the vizierate, as a fall from favor. No information about Abdullah Pasha's sadaret kethüdalığı, his Maraş beylerbeyiship and his death was found in other sources.

The Change of Throne

Hüsameddin gives Mahmud I's death as Friday, 28 Safer 1168. According to Abdülkadir Özcan, the sultan died on 27 Safer 1168 [13 December 1754] at the Demirkapı entrance of Topkapı Palace while returning from the Friday prayer; Fikret Sarıcaoğlu also writes that Osman III came to the throne at the age of fifty-eight on the same day, Friday, 13 December 1754. The difference of one day may arise from a different calculation of the start of the Hijri month; that the day was a Friday is the same in both records. Osman III is the prince who stayed longest in the cage in Ottoman history, and his three-year reign is remembered for frequent changes of grand viziers.

Çeteci Abdullah Pasha

Çeteci Abdullah Pasha, of whom Hüsameddin says "afterward he became governor of Sivas," was a vizier who in the mid-eighteenth century governed many provinces such as Sivas, Diyarbekir, Raqqa, Adana, Van, Erzurum, Kütahya, Aleppo and Damascus. According to some sources he was born in Çermik in 1703, had served as levend chief ağa in the campaigns in the Caucasus and the wars in Iran before his political career, and had a madrasa bearing his own name built in Çermik. He became governor of Damascus at the beginning of 1758 and died in 1760.

The date of the pasha's governorship of Sivas is given differently in the sources. In Ahmet Önal's list, based on the appointment records, Çeteci Abdullah Pasha's appointment to Sivas is dated 22 Safer 1169 [27 November 1755]; Önal also notes that İlhan Ege gives this appointment as "Safer 1168 / November-December 1754." Since Hüsameddin's record places the appointment right after Mahmud I's death, that is, in Safer 1168, it agrees with Ege's date; the official tahvil records, however, show that this appointment was made a year later. Since it is also seen in Önal's list that Zaralızâde Mehmed Pasha was left in the governorship of Sivas on 7 Şevval 1168 [July 1755], the date that appears sounder is 1169.
