In Modern English

He was an Albanian and one of the devshirme recruits. In the year 987 [1579–80] he was seen as sanjak bey of Amasya. He lived in Amasya for about two years. In his time timar and zeamet were almost reserved for devshirme recruits and converts (dönme). The beylerbeyi of Sivas, Mustafa Pasha, was also an Albanian.

In Jumada al-Awwal of 988 [1580–81], the mufti Ya'kûb Efendi was dismissed and in his place Küçük Mahmûd Efendi of Saruhan came as mufti of Amasya and professor of the Sultâniyye. But because of the ethnic fanaticism of Bâlî Bey, who had joined forces with Zülfikâr Bey, some incidents arose and he left his post. Arslan Bey came.

Hüsameddin's Observation and the General Situation of the Period

Hüsameddin emphasizes that in Bâlî Bey's time timar and zeamet were set aside for devshirme recruits and converts and that the beylerbeyi of Sivas also came from the same origin. This is his own interpretation, and the phrase "asabiyyet-i milliyye" draws on the concepts of the early twentieth century, when the book was written. What the incidents leading to Bâlî Bey's departure were is not told in the text.

The TDV entry on Murad III assesses the period in a similar way: in the reform treatises it is claimed that giving the status of kapıkulu and timars to people around the palace spoiled the system and that the decline began in this period; it is also noted that offices were distributed irregularly and that villages were emptied as the timar order deteriorated. Hüsameddin's observation in Amasya is in accord with these complaints. The entry itself, however, regards the picture as a result of the adverse effects brought by two great wars.
