In Modern English
He is from Amasya. He was the son of Sahhaf Doğlalı Ahmed Vehbi Efendi, a scholar whose biography has been given earlier. Among the people he is known as "Hım hım Hoca". He was born in 1275 [1858-59]. He studied with Acaralı Koca Osman Efendi.
During his student years he read and examined, again and again with great care and depth, all the books of fiqh, the judicial laws, the rules of procedure, the sharia procedure and the Mecelle, and so became on his own an accomplished advocate. He had almost memorized the books of fatwas, and his house became the one refuge for litigants.
On Fridays he was the resort of the heads of the judiciary; until the proclamation of the Constitution all judicial and sharia officials were wary of him. For this reason he could also become an instrument of a good deal of forgery and mischief. He was very intelligent, with an excellent memory, harsh of temper and changeable by nature; he avoided marriage and loathed intoxicating drinks; he did not perform the divine obligations, and his charity was abundant.

The Mecelle in the Text
The Mecelle in the text is the Mecelle-i Ahkâm-ı Adliyye. A commission headed by Ahmed Cevdet Pasha prepared this code for application in the nizamiye courts, drawing on the transactions (muâmelât) sections of the fiqh books. Among those who stood by Cevdet Pasha in this work was Şirvânîzâde Mehmed Rüşdü Pasha, born in Amasya and later grand vizier.
Information in Other Sources
Searches made on Emin Mehmed Efendi, on his father Sahhaf Doğlalı Ahmed Vehbi Efendi and on his teacher Acaralı Koca Osman Efendi turned up no information in other sources. For the nickname "Hım hım Hoca" and his work as an advocate, too, this entry is all there is. It was not possible to support the unfavorable remarks in the text, namely the claims that he served as an instrument of forgery and mischief and neglected his worship, with any other document.
