In Modern English
He was a native of Amasya. He was a descendant of Hacı Efendizâde Ömer Efendi, of the mevâlî (upper-rank ilmiye) families of Amasya, and the son of el-Hâc Mehmed Efendi bin Ömer Efendi, one of the kadıs; he was also the nephew of el-Hâc İbrâhim Efendi. When he finished his studies he became ders-i âm (a müderris giving public lectures), served as müderris in Amasya and Istanbul, then became a kadı, and in 1138 [1725-26] went to the Hejaz as deputy kadı of Medina the Radiant. He died there in 1140 [1727-28]. He was a scholar, pious and upright. His sons were Şeyhî Mehmed Efendi and Abdurrahîm Efendi.

Judge and Deputy of Medina
After Medina came under Ottoman rule, a kadı was appointed to the city; because a significant part of the population were not of the Hanafi school, judges from the other schools were also appointed, while the Hanafi kadı continued to preside over the sharia court. The post Hüsameddin calls "kadı naibi" can be understood within this arrangement as the kadı's deputy. That İbrahim Efendi went as deputy rather than as kadı may point to a lower-ranking post within the ilmiye; this is an interpretation.
Apart from the dates 1138 and 1140 given by Hüsameddin, no information on this person's service in Medina or his death was found in any other source.
