In Modern English
He was from Prizren. In the first grand vizierate of Grand Vizier Kara Murâd Pasha he had been his kethüda. He is known as "Deli Arnavut" (the Mad Albanian). On the nineteenth day of the month of Muharrem 1066 [1655] he became mutasarrıf of Amasya. Until he himself arrived he sent his kethüda Ömer Ağa as mütesellim.
But at a time when it was feared that İbrâhim Pasha's mad conduct, and Ömer Ağa's daring to commit irregularities from the day he arrived, would lead to a new incident, the sanjak of Amasya was given as has to Vizier Ahmed Pasha, Guardian of the Straits and Mutasarrıf of Kayseri.

A Short-Lived Governorship
In searches made on İbrâhim Pasha of Prizren, nicknamed "Deli Arnavut", no information was found in other sources. The dates Hüsâmeddin gives show that his tenure in Amasya was a little over two weeks: he was appointed on 19 Muharrem 1066 (November 1655), and according to the next entry the sanjak passed to Ankebût Ahmed Pasha on 3 Safer 1066. The pasha never came to Amasya, and the sanjak was administered only through his kethüda Ömer Ağa.
The importance of the entry lies in showing the tension that the events of 1065 related in the previous entry left in Amasya. In a city where janissaries and sipahis had clashed, where there had been plunder and fire, and to which a special official had been sent from Istanbul for the investigation, the mütesellim's beginning irregularities from the very first day was regarded by the state as the herald of a new disorder, and the sanjak was at once given to other hands.
Kara Murad Pasha's Kethüda
İbrâhim Pasha is said to have been Kara Murad Pasha's kethüda in his "first grand vizierate". According to Abdülkadir Özcan's entry, Kara Murad Pasha, of Albanian origin, first became grand vizier on 9 Cemâziyelevvel 1059 (21 May 1649) and, unable to withstand the pressure of the corps leaders, resigned on 7 Şaban 1060 (5 August 1650). His second grand vizierate began on 5 Receb 1065 with the killing of İbşir Mustafa Pasha and ended at his own wish on 16 Şevval 1065 (19 August 1655). Kara Murad Pasha died of malaria at Hama on his way to the beylerbeyiship of Damascus (Zilhicce 1065 / October 1655). According to this, in Muharrem 1066, when İbrâhim Pasha was appointed to Amasya, his former master had died a few weeks earlier. That an Albanian grand vizier should have a kethüda from Prizren fits the bonds of patronage and common origin of the period; but no information was found on this man's later life.
Ankebût Ahmed Pasha's Return
The "Vizier Ahmed Pasha, Guardian of the Straits and Mutasarrıf of Kayseri" to whom the sanjak was given is, as is said plainly in the next entry, Ankebût Ahmed Pasha of Amasya. Information on his duty at the Dardanelles was given in the notes to the entry describing his governorship of 1060.
