Muhsinzâde Mehmed Pasha
According to the sources, Muhsinzâde Mehmed Pasha, named in the text, was born around 1704 in Istanbul and was the son of the grand vizier Muhsinzâde Abdullah Pasha. In 1737, when his father became grand vizier, he was made kethüda of the kapıcıs; he later served as governor in various provinces with the rank of vizier and married Esmâ Sultan. He became grand vizier on 30 March 1765 and held the post until 7 August 1768, when he was dismissed for opposing the start of the war with Russia. On 28 November 1771 he was appointed grand vizier and serdar-ı ekrem for the second time. Returning to Istanbul after the Treaty of Küçük Kaynarca, he died of illness on 4 August 1774. Hüsameddin's "kapıcılar kethüdâsı during his grand vizierate" shows that İsmâil Ağa served in one or both of these terms; the years are not stated in the text.
The Regulation of the Notables
During Muhsinzâde Mehmed Pasha's grand vizierate there were fierce contests in Anatolia and Rumelia over the office of notable (a'yân). By decrees sent to Rumelia in May 1765 and to Anatolia in January 1766, the Pasha announced that the office of notable in the kazas would be given by the grand vizier's own letter or kâime; thus he tried to keep the kazas under the centre's control. This arrangement was ended by decrees sent in January 1769, after the declaration of war on Russia. İsmâil Ağa's membership of the Amasya council of notables in 1205 comes some twenty years after this arrangement; how he came to the office of notable is not known. The offices of kapıcılar kethüdası and kapıcıbaşı came in later centuries to be given also as ranks and were even conferred on some notables; İsmâil Ağa's bearing these titles may suggest such a usage, but that is an inference.
No information was found in other sources on Zanalı Mirza Ağa's term as mütesellim of Amasya, on his brother Hacı İbrâhim Ağa, or on his son Abdülkadir Efendi.
