In Modern English
He is from Hacıköy. He is the son of Derviş Mehmed bin Abdullah. After completing his studies in Amasya under the eminent scholar (allâme) Hacı Ahmed Efendi of Ürgüp, he returned to Hacıköy and became a public teacher (ders-i âm). Because he made himself known to the people through his learning, his culture and his fine character, he became mufti of Gümüş in 1210 [1795-96]; dismissed and reappointed many times, he kept his post.
In 1218 [1803-04] he built a mosque, a madrasa and, beside it, a school on the site of the Koyunoğlu Garden, and became müderris of his madrasa and imam and preacher (hatib) of his mosque. Although he was removed from the muftiship in 1219 [1804-05], he became mufti for the fourth time in 1221 [1806-07], and he died in the month of Zilkade 1224 [1809-10].
He was one of the renowned jurists, devout and God-fearing, and one of the generous who had spent and endowed their wealth and means on charitable works. Surprisingly, wicked people sometimes caused his dismissal from the imamate, preaching post and teaching post of his own mosque and madrasa on improper pretexts; when this was later established by an investigation, he was restored to his post and his accusers were punished.
He was past seventy-four years of age. He is buried in the graveyard of his mosque. His sons were Hafız İbrahim and Osman Efendi. Hafız İbrahim Efendi became müderris of his madrasa and Hafız Osman Efendi imam and preacher of his mosque.

Gümüş and Hacıköy
Gümüşhacıköy came into being through the merging of two separate settlements, Gümüş and Hacıköy, the first of which took its name from the silver mines of the region. Mining at Gümüş has gone on since the third millennium BC, and in the Ottoman period the settlement remained under the administration of the mint. The settlement became a district (kaza) centre in 1831, was part of an administrative unit called "Gümüş ma'a Kabakoz" until 1856, moved to Hacıköy in 1882-83 as the "Maden-i Sîm" district, and from 1883 was called Gümüşhacıköy. That Hüsameddin calls İsmâil Efendi a man of "Hacıköy" and gives his muftiship under the name "Gümüş" suggests that the two settlements were still referred to separately at that time.
No information was found in the sources we read on the mosque, madrasa and school that İsmâil Efendi built in 1218; these buildings are not mentioned among the main historic monuments of the district. The record of the buildings and of their builder therefore remains only as Hüsameddin gives it.
