In Modern English

He was a man of Istanbul. He was the son, of vizier rank, of the damad and Grand Vizier Nevşehirli İbrahim Pasha. On the first day of Muharram 1140 [19 August 1727] he became mutasarrıf of Amasya as an arpalık (a sanjak whose revenue is given in place of a salary). Through his steward Süleyman Ağa, by way of iltizam (in return for the sanjak's revenues), Hacı Kadiroğlu Hacı Ahmed Ağa was made mütesellim of Amasya, Helvacı İsmail Ağa chief ayan, and Dânişoğlu Hacı Osman Ağa hacıbaşı.

In Safar Sancıoğlu Hacı Hasan Ağa became city steward; in Rabi' al-awwal Silahdar Mehmed Pasha, one of the viziers, became governor of Sivas.

On the first day of Jumada al-akhira, since the kaza of Amasya was given as an arpalık to Mahmud Paşazâde Hacı İbrahim Efendi of Amasya, the former mulla of Mecca, Eyyub Efendi became naib (deputy kadı) of Amasya. In Istanbul too Musluoğlu İbrahim Efendi of Amasya became başdefterdar (minister of finance).

In Ramadan Kayyımzâde Hacı İsmail Efendi, one of the well known scholars and müderris of the Büyük Ağa Madrasa, in Shawwal Arpacıoğlu Şeyh Abdurrahman Efendi, sheikh of the Mahmud Çelebi Tekke, and in Dhu al-Hijjah the former mufti and kaymakam Zanalı Hacı Ahmed Efendi died.

On the first day of Muharram 1141 [7 August 1728] İbrahim Efendi became naib of Amasya, Avkatlıoğlu Mehmed Ağa mütesellim of Amasya, and Yeğenzâde Hacı Osman Bey, voivode of Mecidözü, chief ayan; Helvacı Hacı İsmail Ağa also became collector of the cizye for the whole province of Sivas.

In Safar Yakası Tellioğlu Hacı Ahmed Ağa son of Mustafa Ağa, of the ayan, became city steward. On the thirteenth day of Rabi' al-awwal the mufti of Amasya Hâfız Mehmed Efendi was dismissed; in his place Tokatlı Şeyh Mustafa Efendi, one of the distinguished scholars, became mufti of Amasya.

On the first day of Rabi' al-akhir Çiğdem Beyoğlu Şîrînî Mehmed Ağa son of Ali Ağa became deputy nakîb (deputy of the representative who looks after the affairs of the sayyids). In Rajab Bolulu İbrahim Efendi, preacher of the Mehmed Pasha Mosque and trustee of the Yâkut Pasha waqf, one of the scholars of jurisprudence, died. On the first day of Ramadan İsmail Adlî Efendi came as naib of Amasya.

A Sanjak Given as an Arpalık

The first sentence of the entry is the key to understanding how Amasya was administered in those years. According to Cahit Baltacı's explanation, arpalık at first meant the barley money given for the horses of the great men of state, and over time came to mean additional income in kind or in cash. From the seventeenth century on, arpalıks comprising one or several sanjaks began to be given on various occasions to high-ranking administrators and viziers; in the eighteenth century, when this practice was distributed in a manner contrary to regulation, it was abolished for the military class and left only to members of the learned class (ilmiye). It is plain from the text that Mehmed Pasha never came to Amasya, gave the revenues in iltizam through his steward Süleyman Ağa, and that the city was administered in this way by Hacı Ahmed Ağa, who became mütesellim. That within the same entry the kaza of Amasya, that is, its kadılık, was also given as an arpalık to the former mulla of Mecca Hacı İbrahim Efendi shows that the real holders of both the administrative and the judicial office were not in the city; the work is done by naibs and mütesellims.

Who Is Mehmed Pasha

Hüsameddin introduces this Mehmed Pasha only as "the vizier son of Nevşehirli İbrahim Pasha." Grand Vizier Nevşehirli Damad İbrahim Pasha has two known sons named Mehmed. From his first marriage, Nevşehirli Mehmed Bey married Atike Sultan, daughter of Ahmed III. From Fatma Sultan, daughter of Ahmed III, whom he married in 1717, were born Sultanzâde Mehmed Pasha, whose birth date is given as about 1718 and who died on 16 June 1778, and Genç Mehmed Bey, born in March 1723. Which of them Hüsameddin meant could not be established with certainty from the sources. The descriptions "of Istanbul" and "vizier" suit Sultanzâde Mehmed Pasha; if this is right, the pasha was in 1727 still a child of nine or ten, and Amasya's being given to him amounted to nothing more than an income provided to the grand vizier's family. This is an inference, not confirmed by a document.

Damad İbrahim Pasha's bringing his kinsmen into important offices is a situation often criticized in the sources of the period. This order ended with the Patrona Halil Revolt that broke out in September 1730; İbrahim Pasha was executed on the night of 1 October 1730 and Ahmed III abdicated. Silahdar Mehmed Pasha, recorded in the entry as governor of Sivas, is also the man who served a few months as grand vizier after the revolt.

Institutions Named

The Büyük Ağa Madrasa, of which Kayyımzâde Hacı İsmail Efendi was müderris, was built in 1488 by Hüseyin Ağa, chief palace eunuch of Bayezid II. It is known for its octagonal plan, rarely seen in Ottoman madrasas; Taşköprülüzâde Mustafa Muslihiddin Efendi also served as müderris here, and the building stands today. The Mahmud Çelebi Tekke, of which Arpacıoğlu Şeyh Abdurrahman Efendi was sheikh, was built in the present Hatuniye quarter in 807 [1404] by Ammâdzâde Bedreddin Mahmud Çelebi, one of the kadıs of Amasya. According to Kadir Özköse, it is mentioned as the first Naqshbandi tekke in Anatolia; in the time of Bayezid II Halvetî sheikhs served here. The Mehmed Pasha Mosque, where Bolulu İbrahim Efendi was preacher, was built by Hızır Paşazâde Mehmed Pasha, vizier of Bayezid II and lala of Prince Ahmed, and according to its inscription was completed in January 1486. The mosque is in the quarter bearing its name, near the Yeşilırmak.

That Musluoğlu İbrahim Efendi of Amasya became başdefterdar in Istanbul, and that Mahmud Paşazâde Hacı İbrahim Efendi is mentioned as a kadı who had been mulla of Mecca, shows that Amasya continued in the eighteenth century too to raise statesmen and scholars for the center. No information on these two persons was found in other sources.
