Zilelidir. Pîrî Ağa’nın oğludur. 1046 senesi zilka’desinin yirmi altıncı günü Amasya mutasarrıfı olup vusûlüne kadar mütesellim-i sâbık [79] Şâtır Ali Ağa makamında kaldı. Mustafa Paşa da pirliğine hürmeten ber-vech-i tekâüd Sultân Bâyezîd evkâfı mütevellisi ve selefi Hoca Ahmed Paşa Trabzon beylerbeyi oldu.
Meşâhir-i zurefâdan Amasyalı Bâkî Dedezâde Ârif Mehmed Dede Efendi’yi mevlevihânesi şeyhi yaptı.
Kezâlik Sığırpazarı civarında kâin Atabey Medresesi’ni yeni bir tarzda müceddeden i‘mâr ve ortasına güzel bir şadırvan ihdas edib medresenin itibarını artırdı. Müderrisliğini meşâhir-i udebâ ve fuzalâdan Küçük Hoca Mehmed Efendizâde Abdullah Remzi Efendi’ye tevcîh etdirdi.
Zilhicce evâsıtında, Bayram Paşa, Amasya’dan kalkıp Tokat’a gitdi.
In Modern English
He was from Zile. He was a son of Pîrî Ağa. On the twenty-sixth day of Zilkade 1046 [1636–37] he became mutasarrıf of Amasya; until his arrival the former mütesellim Şâtır Ali Ağa remained in office. Mustafa Pasha, out of respect for his old age, was retired and became mütevelli of the Sultan Bayezid waqfs, and Hoca Ahmed Pasha, his predecessor in this post, became beylerbeyi of Trabzon.
Bayram Pasha had roads and fountains built to bring water to Amasya from far-off places. In the Inner City (İçerişehir) he had built, in place of the Kadı Ali Çelebi Mosque, a beautiful stone mosque, in place of the present Mevlevi lodge a heart-winning Mevlevi lodge, and in the Aşağı Pazar a large han now called "Vakıf Han." He made Ârif Mehmed Dede Efendi son of Bâkî Dede, one of the well-known refined men of Amasya, sheikh of the Mevlevi lodge.
In the same way he had the Atabey Madrasa near the Sığırpazarı rebuilt in a new manner, and by having a beautiful şadırvan (fountain) built in its middle increased the madrasa's standing. He had its professorship given to Abdullah Remzi Efendi son of Küçük Hoca Mehmed Efendi, one of the well-known men of letters and of merit.
In the middle of Zilhicce Bayram Pasha set out from Amasya and went to Tokat. He had many of his charitable works completed after he himself had gone from Amasya. In short, Bayram Pasha, as Naîmâ Efendi wrote, spent about forty thousand kuruş in Amasya and brought about great works. With these he showed his tie and interest in Amasya.
At the end of Muharrem 1047 [1637–38], on the death of Kadı Hacı Hızır Efendi, at the beginning of Safer Hacı Ramazan Efendi son of Himmet became kadı of Amasya. At the beginning of Rebîülâhir, Grand Vizier Bayram Pasha came to Amasya a second time and wintered. He sent the janissary ağa and the army to Merzifon. He quartered the company officers in Amasya.
At this time Mehmed Bey son of Yörgüç Paşazâde Hasan Bey was removed from the trusteeship of the Yörgüç Pasha waqfs; in his place the other Mehmed Bey, son of Mustafa Bey the Hakalâcı, became mütevelli.
In the month of Şaban, when Hacı Efendizâde Mustafa Pasha, Mütevelli of the Sultan Bayezid Waqfs, died, Gazzâz Ahmed Ağa, son of Abdülbâkî, one of the çavuşes of the sultan's gate, became mütevelli of the sultanic waqfs. In Şevval Mufti Dursunzâde Mustafa Efendi was dismissed on complaints, and in his place Yahya Efendi, one of the scholars of Amasya and müderris of the Kâsım Bey Madrasa, became mufti of Amasya.
At the beginning of Zilhicce Bayram Pasha set out from Amasya to meet Sultan Murad, who was setting out on the Baghdad Campaign. Since Mutasarrıf Murtezâ Pasha went along with him, he appointed his relative Hüseyin Ağa of Zile as mütesellim of Amasya. Afterward the sanjak of Amasya was given to Hoca Ahmed Pasha, former beylerbeyi of Trabzon.

Bayram Pasha and the Water He Brought to Amasya
Bayram Pasha's investments in Amasya are the center of this entry. According to what the TDV İslâm Ansiklopedisi gives, when Bayram Pasha went to his home town of Amasya he learned that there was a water shortage in the city, and spent 20,000 kuruş of his own purse to bring water to the city and have fountains built. The same entry also records that he had a Mevlevi lodge built in Amasya and set aside for its sheikh 70 akçe a day and sufficient waqf for its expenses. Hüsameddin, however, relying on Naîmâ, gives forty thousand kuruş for the total of the buildings in Amasya. Since the encyclopedia writes only the cost of the water, the two figures need not contradict each other.
A study written on the Amasya Mevlevi lodge also records that in 1637 Bayram Pasha brought water to Amasya and had a caravanserai and a Mevlevi lodge built; the building Hüsameddin calls "Vakıf Han" may be this caravanserai, but the study does not say so. According to the study, the old Mevlevi lodge was built in 1314 by Alâeddin Ali Pervane Bey, burned in 1602 and its sheikh died. Sheikh Mehmed Arif Dede reported the situation to the former grand vizier Bayram Pasha, and Bayram Pasha had water brought and a caravanserai and Mevlevi lodge built, and its waqfs were expanded. Mehmed Arif Dede appears in the same study as a son of İbrahim Çelebi; the difference between this and Hüsameddin's "Bâkî Dedezâde" could not be explained. After the new building the sheikhdom passed in turn to Mehmed Arif Dede, his son-in-law Mahmud Dede, Abdülkadir Dede and Alâeddin Dede.
The Mevlevi lodge stood on the bank of the Yeşilırmak near Hükümet Köprüsü. According to the same study, the building was probably at the place the old people called Selağzı; Mutasarrıf Ziya Pasha took in hand this area in 1865, the cemetery was removed and shops were built, and with later arrangements the area became today's Yavuz Selim Square. The Mevlevi lodge was most probably demolished in 1925 during the closing of the orders and the opening of the square. According to these records the Mevlevi lodge built by Bayram Pasha does not stand today. Hüsameddin's "in place of the present Mevlevi lodge" shows that the new building was set up on the site of the old Mevlevi lodge.
Bayram Pasha's Other Buildings and His End
On the repair of the Atabey Madrasa, the mosque built in place of the Kadı Ali Çelebi Mosque and the han in the Aşağı Pazar, no detailed information was found in the other sources I read. Bayram Pasha's buildings in Istanbul, however, are well known: the building he had built adjoining his tomb in the Haseki district was later turned into a madrasa, and a complex consisting of a school, mescit, sebil and tekke came into being here; he also had a Mevlevi lodge built in Kayseri and a caravanserai near Tarsus. Today a district in Istanbul is called by his name.
Hüsameddin's record that "Bayram Pasha came to Amasya a second time and wintered" agrees with the encyclopedia. The entry writes that Bayram Pasha, after gathering the army at Sivas and having cannon transported to Mosul via Antep and Birecik, withdrew to winter quarters at Amasya. Bayram Pasha joined Murad IV, who was taking part in the Baghdad campaign, at the İnönü station on 28 May 1638, and died suddenly at the place called Cüllâb near Urfa.
Hoca Ahmed Pasha and the Changes of Sanjak
Murtezâ Pasha's sanjak governorship lasts about a year; when he went on campaign with Bayram Pasha, his relative Hüseyin Ağa of Zile administered Amasya. No information was found in other sources on Murtezâ Pasha and Pîrî Ağa. Hoca Ahmed Pasha's becoming beylerbeyi of Trabzon and then returning to the sanjak seems a continuation of the standing he gained through the sultan's visit described in the previous entry; this is an inference, and Hüsameddin does not state it explicitly.
