Emîr-i sâbık el-Hâc Şâdgeldi Paşa'nın üçüncü mahdûmu olup 795 senesi zilhiccesinde kâ'im-makâm-ı emâret ve 796 senesi saferinde Amasya beylerbeyi ya'nî emîr-i kebîr oldu.
Yine 795 senesi hılâlinde Sultân Bâyezîd'in vezîri Mehmed Paşa'nın⁵³⁹ vefâtıyla Candârlızâde Alâ'eddîn Alî Paşa vezîr olarak Eflâk harbine me'mûr olmuş Amasya'dan hayli asker ve beyler dâru'l-harbe gitmiş, Ahmed Paşa'nın ma'iyyetinde olan vilâyetin kuvve-i muhâfazası avdet etmişdi.
Kalan kuvve-i muhâfazayı az gördü.
Timurtaş Paşa, Amasya beylerbeyi Mustafa Bey'le beraber Tokat'ı Kadı Burhân'ın şerrinden kurtarıp Sivas'a müteveccihen hareket etmişdi.
In Modern English
He is the third son of the earlier emir el-Hâc Şâdgeldi Pasha. In Zilhicce 795 he became deputy to the emirate, and in the month of Safer 796 beylerbeyi of Amasya, that is, great emir.
Also at the end of 795, on the death of Sultan Bâyezîd's vizier Mehmed Pasha, Candarlızâde Alâeddîn Alî Pasha was made vizier and charged with the Wallachian war; a considerable number of troops and beys had gone from Amasya to the war zone, and the force protecting the province that had been with Ahmed Pasha had returned.
Kadı Burhân was a man who supplied all the needs and provisions of his army by marauding. He learned that the Amasya troops had gone to the battlefield in Europe. He thought the protection force left behind small. He began his attacks again, and in 796 he struck and plundered the surroundings of Tokat; Mustafa Bey, emir of Amasya, while reporting the situation to Sultan Bâyezîd and asking for help, was defending the province.
At this time a rival had arisen for Kadı Burhân: Kutlu Beyzâde İlik Osmân Bey, chief of the Akkoyunlu tribe, who held sway over Diyarbekir and its surroundings. He was also called "Kara İlik." İlik Osmân Bey was pressing Kadı Burhân considerably.
For Kadı Burhân was not content with the emirate of Sivas; he attacked on every side in his ambition to seize the lands around Sivas and earned the enmity of all the surrounding emirs. He also fought repeatedly with Mutahhereddîn Tayerten Bey, emir of Erzincan, sometimes winning and sometimes losing, and could in no way stay at rest.
Sultan Bâyezîd, affected by Kadı Burhân's attacks, after the victory of Nicopolis sent Timurtaş Pasha, beylerbeyi of Anatolia, to Amasya with a sufficient force. Timurtaş Pasha came to Amasya in Zilkade 798. Adding the troops he took from Amasya to his own force, he marched on Kadı Burhân.
Timurtaş Pasha, together with Mustafa Bey, beylerbeyi of Amasya, delivered Tokat from Kadı Burhân's evil and set out toward Sivas. Kadı Burhân entered a last battle with the Ottoman Turks. When the Tatar and Mongol bands of vagabonds he trusted most were scattered, he was forced to flee and took refuge in Sivas.
The one who showed the most usefulness in this battle was Kutlu Pasha, bey of Tokat. For he was the one who had suffered most from Kadı Burhân's attacks. Timurtaş Pasha could not withstand Kadı Burhân's refuge-seeking and pleading. He turned back and came to Amasya. From here he went on Çankırı. Taking that place too, he returned to his headquarters.
At this time in Amasya Şeyh Şihâbeddîn Şâdî Çelebi, one of the caliphs of Ahi İbrâhim Basrî, had become a person in whom the people believed; the mufti Hüsâmeddîn Hasan el-Hôyî died, and in his place Gümüşlüzâde Şücâeddîn İlyâs Çelebi, one of the great researcher-scholars, became known as mufti.
Likewise Fahreddîn Osmân Pasha, son-in-law of Hacı Şâdgeldi Pasha and vizier of Ahmed Pasha, died in 799. His sons were Hacı Alî and Kaya Beys. His son-in-law was Sunkurzâde Melik İsmâ'il Bey, known by the name "Gâzi Bey."
In 799 Kadı Burhân began a war with İlik Osmân Bey and continued it until both were exhausted. In the end Kadı Burhân died, killed in the month of Shaban 800, and Sivas was occupied by Kutlu Pasha, beylerbeyi of Tokat, ending Kadı Burhân's life and emirate.
Although Kadı Burhân surpassed the Eretna Oğulları in amusement and drink, pleasure and debauchery, he was a tough man and very active in his affairs. Had he not met two powerful enemies of harsh nature such as the Osmân and Kutlu Oğulları, he had the strength to found an important sultanate in Anatolia. The appearance of his emirate resembled Genghis, and all his movements were devilish. For this reason the edifice he built collapsed together with him.
The emirate of Sivas was given, for the first time by the Ottomans, to the said emir Kutlu Pasha, and the emirate of Tokat to Torumtayzâde Kaya Pasha. Emîneddîn Mehmed Bey, known in Amasya as "Büyük Çeribaşı," was guardian of Amasya.
But from the correspondence and also from the conduct and movements of Aksak Timur Han, who had taken Transoxiana, Khorasan, Iran, Iraq, Shirvan, and Dagestan and was coming toward Anatolia in the Genghisid manner, it was understood that he would fight Sultan Bâyezîd, the Turkish khan of harshest nature in the west.
Aksak Timur's first policy was to seize countries by keeping the old beys. Although the loyalty of the Kutlu Şâh line to Sultan Bâyezîd and to Turkishness was an accepted fact, Aksak Timur's policy could drag them into a claim of independence.
For this reason it could not be regarded as safe that Kutlu Pasha be in Sivas, which was then counted as the eastern border of the Ottoman lands, and his paternal uncle's son Mustafa Bey in Amasya. It was regarded as politically necessary to leave the administration of these places to princes.
Thereupon in Shawwal 801 Prince Çelebi Sultan Mehmed was appointed and sent to the governorship of Amasya, and Prince Sultan Mustafa to the governorship of Sivas. Kutlu Pasha from Sivas and Mustafa Bey from Amasya were removed with all their families and children, and Kutlu Pasha was settled in Bursa and Mustafa Bey in Edirne.

The End of Kadı Burhâneddin
Hüsameddin places Kadı Burhân's death in the month of Shaban 800, and in a footnote, against works showing "sometimes 794, sometimes 798," cites as proof Ibn Hajar's record shortly before Shawwal 800 and the fact that the Bezm ü Rezm ends in Rajab 800. The present-day encyclopedia account also confirms 1398, that is, the year 800. Kadı Burhâneddin, who was taken prisoner in his war with Akkoyunlu Karayülük Osman Bey, was killed by beheading before the walls of Sivas; the date given is probably Zilkade 800 (July 1398). That is, the month Hüsameddin gives (Shaban) and the one the encyclopedia gives (Zilkade) differ, while the year is the same.
What follows the death is also narrated differently. Hüsameddin writes that Sivas was occupied by Kutlu Pasha, beylerbeyi of Tokat. In the present-day account the people of Sivas first put at their head Kadı Burhâneddin's son, Alâeddin Ali Çelebi, governor of Kayseri, and defended the city against Karayülük Osman, asked for help from the Kara Tatars, and in the end begged Bayezid I for help. Bayezid sent his son Süleyman Çelebi, the Ottoman forces defeated Karayülük and took control of the city, and Tokat, Niksar, and Kayseri also passed to the Ottomans. In this account Kutlu Pasha's name does not appear.
Çelebi Mehmed's Governorship
Shawwal 801 in the last paragraph of the entry appears exactly the same in present-day sources as the date Çelebi Mehmed was appointed governor of the province of Rum: June 1399. This province included Amasya, Tokat, Sivas, and Ankara and had formerly been land of the Eretna dynasty. Hüsameddin writes that Prince Mustafa was sent to Sivas; in the next entry he himself relays that on this point Ahmed bin Arabşâh gives another name, Süleyman.
Hüsameddin's footnote number 539 states that the vizierate of the vizier Mehmed Pasha, who is not named in Türkiye Târîhi, and his sons, Alî and Abdülmecîd Begs, called Müştemilzâde, are found in the records. The connection between the vizier Kemâleddîn Mehmed Pasha, called "Müştemil" in the previous entry, and this name is understood from the text; no other source confirming it was found.
No information was found in these sources on the movements of Timurtaş Pasha and Mustafa Bey toward Tokat and Çankırı. No information could be found in another source either on Mustafa Bey's being sent to Edirne and his later life.
