Subaşı, me’mûr olduğu nâhiyenin kumandanı, müdürü, zabıta me’mûru sayılırdı.
Bunları tâkip ve muâheze eden me’mûr, yalnız nakîbü’l-eşrâf kâ’im-makâmı idi.
Bunlardan on iki kadarını gördüm. Müşârün-ileyhin sülâlesi çok şu‘belere ayrılmışdır.
İkincisi “Seydî Hüsâm” demekle meşhûr olan es-Seyyid Hüsâmeddîn Hüseyin el-Kubavî el-Fergânî sülâlesidir. Bunun torunu Amasya’da Kuba Evliyâsı demekle meşhûr olan eş-Şeyh es-Seyyid Hüsâmeddîn Hüseyin el-Halvetî’dir. Bu zâtın silsilenâmesini refîk-i cânım Hacı Abdüş Efendizâde Hasan Şevkî Efendi’nin elinde görüp not etdim.
Üçüncüsü Amasya civarında Yenice Karyesi’nde medfûn olan eş-Şeyh Sadreddîn Mehmed bin Hüseyin el-Horasânî sülâlesidir. Bunun neseb-i âlîsi’ni “Umdetü’t-Tâlib” kitabından tashîh edebildim. [12]
Dördüncüsü Celâleddîn Ebû Talib Ali es-Sivasî sülâlesidir. Bunun sülâlesine Amasya’da “Âl-i Mutahhar” sülâlesi denmişdir. Bunu “Umdetü’t-Tâlib” kitabından müşkîlât ile bulabildim.
Beşincisi Amasya’da medfûn olan es-Seyyid Şemseddîn Ebû Hâşim Muhammed bin Abdullah es-Semerkandî sülâlesidir. Bunun mahdûmu es-Seyyid Ahmed Çelebi İkinci Sultân Bâyezîd’in Amasya vâliliğinde pek ma‘rûf idi.
Fakat evlâd-ı kirâmının terâcim-i ahvâlinde bir kısmı vardır.
Dokuzuncusu es-Seyyid Nureddîn Hamza-i Karahisârî sülâlesidir.
Bu zâtın silsilenâmesini de müşârün-ileyhin ammizâdesi evlâdından mektep arkadaşımız Hâşim Efendi’nin delâletiyle bulup mütâla‘a ederek not etdim.
Baş a‘yânlara, hatta mütesellimlere karşı koyanları bile oldu.
Amasya alaybeyi, bütün sancağın zâimlerine kumanda eden bir asker beyi idi. Asrımızın miralay, alay kumandanı demektir. İcâbında sancak beyinin bütün vezâif-i askeriyye ve mülkiyesini deruhte ederdi. Bununla beraber livânın jandarma kumandanı vazifesini de görürdü.
Amasya kethüdâyeri, bütün sancağın sipâhilerine, ya’nî süvâri askerlerine kumanda ederdi. Süvâri kumandanı demekti. Amasya yeniçeri serdârı bütün sancağın yeniçerilerine kumanda ederdi. Amasya sancağında altı bölük yeniçeri vardı. Bunlardan icâbında serdengeçtiler, ya’nî fedâiler çıkar, bunların kumandanlarına serdengeçtiler ağası denirdi.
Bunlardan başka Amasya sancağından çıkan gönüllü askerlere Amasya a‘yânının mütemâyizleri kumanda ederdi.

Among the holders of great zeamets and the notables of Amasya, from the line of Şâdgeldi Pasha, Pîr Hasan Beyzâde Derviş Bey, Defterdar Fazlullah Paşazâde Abdüsselâm Bey, Emîr Mehmed Paşazâde es-Seyyid Fazlullah and Abdullah Beys, Hacı Beyzâde İlyâs Bey, Yularkısdı Sinan Paşazâde İskender Bey, Seydî Beyzâde Mustafa Bey, Çavuşzâde Abdülkâdir Bey, his brother Abdülbâkî Bey, and Kesdekzâde Mustafa Bey were very well known.
Likewise, among the sipahi ağas, Kozkıran Mehmed Ağa, Kağnılı Ali Ağazâde Aydın Ağa, Dervişzâde Köse Mehmed Ağa, Topçu Mehmed Ağa, Gevüklü Kara Mehmed Ağa, Serhoş Mehmed Ağa, İn'âm Beyzâde es-Seyyid Ali Ağa, Cebecizâde Mahmûd Ağa, Seydî Alizâde Şa'bân Ağa, Rus Hamza Ağa, and among the janissaries İkinci Ahmed Ağa, Çakaloğlu Hüseyin Ağa, Karabulutoğlu Üçüncü Hüseyin Ağa, and Sülükoğlu Altıncı Mehmed Ağa were persons whose word carried weight.
The Voyvoda of Merzifon was Çayırköylü Ahmed Ağa; its kadı was Hayreddînzâde İbrâhim Efendi of Amasya; its mufti was Hâfız el-Hâc Ahmed Efendi. Among its notables, Hısımzâde Yahya Pasha Çelebi was administrator of the Sultân Mehmed Waqf; Yûsuf Paşazâde Osmân Bey, administrator of Devlet Hâtun, Receb Efendizâde el-Hâc Mehmed Efendi, one of the high-ranking men of learning, and el-Hâc Mustafa Ağa, one of the ayan, were very famous. Bezmî Abdullah Efendi, known as "Topal Kadı" (the Lame Judge), was among the famous poets.
The Voyvoda of Köprü was Durak Ağa, one of the çavuşes of the exalted court; its kadı was Gedizli el-Hâc Mehmed Efendi; its mufti was Şücâeddîn Efendi of Tokat. Its kutb (spiritual leader) was Köprülü eş-Şeyh Mehmed Çelebi Efendi, one of the caliphs (halife) of Gökderelizâde Şeyh Muhyiddîn Efendi. The Voyvoda of Zünnûnâbâd, that is Tânunözü, and Mecidözü was İn'âm Beyzâde es-Seyyid Ali Ağa, of the line of Elvân Çelebi; its kadı was İbrâhim Efendi; its mufti, and the sheikh and administrator of the Elvân Çelebi Tekke, was Nefisoğlu eş-Şeyh Elvân Efendi son of Abdurrahman Efendi.
The influence and fame of this man covered the entire kaza (district). For the Elvân Çelebi Waqf had grown when waqfs were joined to it by Hamdullah Hamdi Çelebi, the chancellor (nişancı) of Prince Sultan Mustafa, Governor of Amasya. Hamdullah Çelebi was the uncle of this Elvân Efendi, and İn'âm Beyzâde es-Seyyid Ali Ağa was the grandson of this Hamdullah Çelebi.
The title "subaşı" was given to the ağas and beys who governed the nahiyes (sub-districts) of Amasya and its districts. A subaşı was regarded as the commander, director and police officer of the nahiye he was assigned to. There was also a subaşı in Amasya, the center of the sanjak. The subaşı of Amasya was the executive officer of the sanjak governor of Amasya. The çeribaşı served as a commissioner. He was regarded as the muhtesib (market inspector) of olden times.
The sanjak governor of Amasya was the protector of Amasya, the civil governor (mutasarrıf), the commander of the troops raised from the sanjak of Amasya, and the commander of the liva (sanjak). When he went to war, he would appoint a kaymakam (deputy) in his own name. In those times this kaymakam was called "mütesellim". The mütesellim of the sanjak of Amasya means the bey or ağa who takes on the military and civil duties of a sanjak governor.
If the sanjak governor became a vizier or a beylerbeyi, he was called by the title "mutasarrıf pasha". The kadı or naib of each sanjak was a great official who took on every kind of religious, domestic, scholarly, administrative, judicial and economic business and matter of that sanjak. The mütesellims and city kethüdas were regarded as the assistant executors and stewards of kadıs and naibs. They had an allowance of five hundred akçe. The muftis were persons charged with examining and explaining religious-legal and scholarly questions and events, and with informing the administrators (ehl-i örf), warning them and guiding them to the right path regarding matters contrary to religion and justice. Presiding over the scholars of the cities and towns where they were, they looked after the affairs of scholarly and religious buildings and institutions such as madrasas and schools. They had a salary of eighty akçe a day.
The deputies of the nakîbü'l-eşrâf were officials each representing the nakîbü'l-eşrâfs in Istanbul. They were the administrators and police chiefs of the children, found in Amasya and its dependencies, who were descended from the sons and daughters of our lords Hasan and Hüseyin, of the line of our lord Hazreti Ali (may God be pleased with him). The children of these were generally called "sâdât, seyyids".
According to the terminology of Cemâleddîn Ahmed bin Utbe, author of "Umdetü't-Tâlib fî Nesebi Âl-i Ebî Tâlib", and of the scholars of the seyyid lineages (sâdât-ı nessâbe), those who were Alevî (descended from Hazreti Ali) on both the mother's and father's side, and according to the terminology of the seyyids of Amasya in particular those descended from our lord Hazreti Hasan, were called "emirs, umurs", and the standing of the emirs was counted as greater than that of the seyyids.
Just as every kind of tradesman in Amasya had a kethüda, the kethüda of the seyyids and emirs was the deputy nakîbü'l-eşrâf. Because the seyyids and eşraf were exempt from the emirly obligations (tekâlif-i emîriyye), they were protected from tax demands and from the interrogation and pursuit of administrative and judicial police officials such as the subaşı and çeribaşı. The only official who pursued and questioned them was the deputy nakîbü'l-eşrâf.
According to the research and investigations carried out, the seyyids and emirs in the sanjak of Amasya descend from ten lineages. Among them there were those who counted themselves seyyids (müteseyyids) and those who counted themselves emirs (müteemmirs), just as there were also genuine Alevî seyyids and eşraf. The examination and critique of each of these is written in the biographies of the heads of the lineages settled in Amasya.
The first seyyid lineage is that of es-Seyyid Ahmed Kebîr er-Rifâî, a man of spiritual state, who is buried in Lâdik. The genealogy of this man is very famous. I saw about twelve of these. The lineage of the one named has divided into very many branches.
The second is the lineage of es-Seyyid Hüsâmeddîn Hüseyin el-Kubavî el-Fergânî, famous as "Seydî Hüsâm". His grandson is eş-Şeyh es-Seyyid Hüsâmeddîn Hüseyin el-Halvetî, famous in Amasya as the Saint of Kuba. I saw and noted the genealogy of this man in the hands of my dear friend Hacı Abdüş Efendizâde Hasan Şevkî Efendi.
The third is the lineage of eş-Şeyh Sadreddîn Mehmed bin Hüseyin el-Horasânî, who is buried in Yenice village near Amasya. I was able to correct his exalted descent from the book "Umdetü't-Tâlib".
The fourth is the lineage of Celâleddîn Ebû Talib Ali es-Sivasî. His lineage was called in Amasya the "Âl-i Mutahhar" lineage. I could find it with difficulty in the book "Umdetü't-Tâlib".
The fifth is the lineage of es-Seyyid Şemseddîn Ebû Hâşim Muhammed bin Abdullah es-Semerkandî, who is buried in Amasya. His son es-Seyyid Ahmed Çelebi was very well known during the governorship of Sultan Bayezid II in Amasya. I was able to correct his exalted descent too from "Umdetü't-Tâlib".
The sixth is the lineage of Mîr Gıyâseddîn Abdülkerim bin Mansûr eş-Şirâzî. I was able to find the descent of this man, who is counted as the first of "the seven" in Amasya, only with difficulty. Then I corrected it from "Umdetü't-Tâlib".
The seventh is the lineage of es-Seyyid Şemseddîn Muhammed eş-Şirâzî, who is buried in Niksar. I read the genealogy of this man by chance in the hands of Hacı Kâsımzâde Mustafa Efendi in Köprü. I immediately wrote it out and took it.
The eighth is the lineage of es-Seyyid Muhyiddîn Muhammed el-Havzavî. I found his genealogy in the house of es-Seyyid Hâfız Ebûbekir Efendi, Vâsi' Çelebizâde, one of the eşraf of Amasya, and took a copy, but sadly it burned. However, some of it is in the biographies of his descendants.
The ninth is the lineage of es-Seyyid Nureddîn Hamza-i Karahisârî. I searched a great deal for his genealogy. Thanks to the help and permission of Muhtar Bey Efendi, the last nakîbü'l-eşrâf, I examined the registers kept by the nakîbü'l-eşrâfs in Istanbul. Unfortunately I could not find it.
The tenth is the lineage of Mîr Nigârî Hamza-i Karabâğî, who is buried in Amasya. I found and read the genealogy of this man too through Hâşim Efendi, our schoolmate, one of the children of the said man's cousin, and noted it down.
The seyyids descended from the sons and daughters of these ten, and especially nine, lineages multiplied until they made up almost one tenth of the population of the sanjak of Amasya, and by the end of this period had become something of a nuisance. But nine tenths of that number are zevi'l-erhâm of zevi'l-erhâm, that is, "dığdığ of dığdığ" (very distant relatives). Now this has gone out of fashion.
In the kazas of Amasya too there was a deputy nakîbü'l-eşrâf each. The emblem of the seyyids and emirs was the green turban wound on their heads. A man who was not a seyyid or emir could not wind a green turban on his head. The number of witnesses who corrected and proved their descent could not at first be below the limit of tevatür (so many people that their agreeing on a falsehood is unthinkable). Even in the time of Süleyman the Magnificent, the nakîbü'l-eşrâfs Mîr Tâceddîn and Muhterem Efendi demanded twenty witnesses.
Later, as the number of witnesses was lowered to two, the müteseyyids, that is, those who were not seyyids but presented themselves as seyyids, and the müteemmirs, that is, those who were not emirs but presented themselves as emirs, increased; the influence and fame of the deputy nakîbü'l-eşrâfs rose. There were even some who stood up against the chief ayan and even the mütesellims.
The alaybeyi of Amasya was a military bey who commanded the zeamet holders of the whole sanjak. He corresponds to the miralay of our age, the regimental commander. When necessary he took on all the military and civil duties of the sanjak governor. In addition, he also served as the gendarmerie commander of the liva.
The kethüdâyeri of Amasya commanded the sipahis, that is, the cavalry, of the whole sanjak. He was the cavalry commander. The janissary serdar of Amasya commanded the janissaries of the whole sanjak. In the sanjak of Amasya there were six companies of janissaries. When necessary, serdengeçtis, that is, volunteers who risked their lives, were drawn from them, and their commanders were called the serdengeçtiler ağası.
Besides these, the volunteer soldiers raised from the sanjak of Amasya were commanded by the leading men of the Amasya ayan. For in those times the whole nation was an army. The Castle of Amasya had a dizdar, a kethüda, an assistant (yamak), and a company of castle guard soldiers (müstahfız). The dizdar meant castle warden. He lived in the Harşene Castle. The kethüda guarded the Lower Castle.
In the month of Şevvâl 1017, the governor Mehmed Pasha, who had been charged with overseeing the sanjak of Çorum, went together with Alaybeyi Yâkût Bey. The kethüdâyeri Mehmed Ağa became mütesellim of Amasya, and Çavuşzâde Bâkî (Abdülbâkî) Bey, the kalender, became deputy alaybeyi. Kadı Mustafa Efendi of Amasya also began to examine the accounts of the waqf administrators.
In the month of Zilhicce 1017, because Mehmed Pasha rendered great service by driving out and punishing the bandits that had arisen in the Hüseyinâbâd nahiye of Çorum, he became beylerbeyi of Sivas. Yakut Bey, who was in his retinue, was shot and killed. The sanjak of Amasya was given to Mahmûd Bey, Bey of Muğla.

Understanding the Titles of Office
This entry is less an introduction of one person than an inventory of the administrative scheme of the sanjak of Amasya around 1608. Hüsameddin first lists the people in office that year, then explains the titles of office one by one. These explanations largely agree with other sources.
The mütesellim is defined in encyclopedias as the deputy of the beylerbeyi or sanjak governor, who looked after their affairs and collected taxes when they went on campaign or did not go to their district of assignment. They were sometimes also called voyvoda. The term of office was in principle one year, but this rule was almost never applied. The institution of the mütesellim lasted from the late sixteenth century until the Tanzimat period and was a step in the rise of the local ayan in particular. Hüsameddin's definition of the mütesellim ("kaymakam") agrees with this. The alaybeyi, for his part, was one of the commanders of the timar-holding sipahis and could also become a sanjak governor if promoted. Although Hüsameddin's "today's miralay" comparison is understandable, the alaybeyi was less like today's regimental commander than the regional commander of the sipahis. The çeribaşı, according to the encyclopedic explanation, was a commander at the head of the nahiye troops, subordinate to the sanjak governor; Hüsameddin's describing him with modern concepts such as "commissioner" and "muhtesib" brings out the police aspect of the office.
For the word voyvoda, Hüsameddin writes in a footnote that in the Slavic language it means ağa, that in this period it was used for district deputy governors and the head of a community, and that its Turkish would be "il beyi" (bey of the province).
The Seyyids and the Nakîbü'l-Eşrâf
The longest part of the text is devoted to the descendants of the Prophet, that is, the seyyids and sharifs. According to encyclopedia entries, among the Ottomans the first appointment to look after these persons was made around 1400 in the time of Bayezid I (Yıldırım); Bayezid II in 1494 institutionalized the office by appointing a salaried nakîbüleşraf. The nakîbüleşraf at the center lived in Istanbul, while in other cities the deputies of the nakîbüleşraf, chosen from among the seyyids for a fixed term, served. This post was an important source of influence and income and was generally chosen from influential families. That Havzalızâde es-Seyyid Celâleddîn Efendi is mentioned both as deputy of the nakîbü'l-eşrâf and as cousin of Emîr Mehmed Pasha, governor of Egypt, fits this picture.
What Hüsameddin relates about the green turban and the number of witnesses also agrees with the sources. In the Ottoman period the custom of wearing the green turban was applied in an orderly way, the genealogical records of seyyids and sharifs were entered in registers, and attempts were made to prevent müteseyyids from benefiting from the privileges granted to seyyids. The sources also mention that many müteseyyids appeared in the sixteenth century and that registers therefore gained importance. Among the privileges granted to seyyids, exemption from military service and customary taxes is counted; Hüsameddin's account that they were "exempt from the tekâlif-i emîriyye" and protected from the questioning of officials such as the subaşı and çeribaşı agrees with this information.
No source is given for two numerical claims Hüsameddin makes: that about one tenth of the population of the sanjak of Amasya were seyyids, and that nine tenths of these were distant relatives. These proportions are the author's own estimate and could not be verified with another document. As for the example of Mîr Tâceddîn demanding twenty witnesses, in footnote 621 Hüsameddin says he took this information from the seyyid certificate dated 5 Cemâziyelevvel 970 of Ahmet Efendi, famous as Mazlum Melik of Amasya; the document bears the signature of the nakîbü'l-eşrâf es-Seyyid Tâceddin bin Ali el-Hüseyin, and seyyid status was ruled on the testimony of twenty-two witnesses, all from Amasya. This document was not found in any other source.
Tekkes and Sheikhs
Hüsameddin mentions the Hoca Sultân Tekke in this entry as a matter of a sheikh's administration. The tekke stood in the Eski Darüsselam neighborhood, around today's Fethiye neighborhood. It was built in 1475 (880) by Şemseddin Ahmed Çelebi, the tutor of Prince Bayezid in Amasya, for Cemal Halvetî (Çelebi Halife), who had come to Amasya as a caliph of the Halvetiyye. When Cemal Halvetî was summoned to Istanbul by Bayezid II, his son Bedreddin Mahmut Çelebi became sheikh in his place; later Hayreddin Hızır Çelebi, Muhyiddin Mehmed Çelebi and Alaeddin Çelebi served in turn as sheikh. After Alaeddin Efendi, leading scholars became sheikhs of the tekke on a retirement basis. One study writes that Resul Efendi, who was sheikh of the tekke at the beginning of the seventeenth century, was removed from the administration and the sheikhdom in 1017 (1608) on the ground that a deficit had been found in the waqf accounting, and that the scholar Pîr Mehmed Efendi was put in his place. This information matches exactly the event Hüsameddin relates in the next entry.
As for the Yâkub Pasha Tekke, this structure, also known among the people as the Çilehâne Tekke, was founded in the Pîrler quarter of Amasya in 1412 by Pazarlıoğlu Yâkub Pasha, Beylerbeyi of Ankara. It belongs to the Halvetiyye order, and the sheikhdoms were handed on in a chain called the "silsiletü'z-zeheb" (golden chain). According to one study, in 1031 (1622), to resolve the dispute over the sheikhdom between the preacher Şeyh Hüsâmeddin Efendi and Şeyh Abdi Efendi, a madrasa was established in the mosque and halvethane units, and the tekke function was left to Hüsâmeddin Efendi. The "eş-Şeyh Hüsâmeddîn Efendi, sheikh of the Ya'kûb Pasha Tekke" whom Hüsameddin names in this entry is very probably this person; but since this identification is not stated outright in the sources, it cannot be asserted with certainty.
Viziers and Pashas from Amasya
The text also lists persons who were then of Amasya and reached high posts in Istanbul or the provinces. Of these, on Kadızâde Ali Pasha the sources say: he was the son-in-law of Kuyucu Murad Pasha; he served as beylerbeyi of Buda, was among the delegation that negotiated the Treaty of Zsitvatorok in 1606, received the rank of vizier in 1610, and died in Belgrade in 1616. Hüsameddin counts him as of Amasya; on the other hand, one source states that his father was Habil Efendi, kadı of Buda, and that his father was from Bursa. The difference between these two pieces of information has not been resolved; the description "of Amasya" rests only on Hüsameddin.
Kuyucu Murad Pasha's cleansing of the Amasya area in 1608 forms a bridge between the third volume and this one. After defeating Kalenderoğlu at Alaçayır, the Pasha learned that Tavil Halil, active around Amasya, and his brother Meymun wanted to join Kalenderoğlu, who had fled to Iran; he chased them for six days and six nights, caught them at Kara Hasan Derbendi in the sanjak of Karahisar-ı Şarkî and destroyed most of them. Hüsameddin's account in this entry of the grand vizier rewarding the Amasya a‘yân and distributing beylerbeyiliks is the local dimension of the same chain of events. Kuyucu died on 25 Cemâziyelevvel 1020 (5 August 1611).
Çakalzâde Mehmed Pasha
No information on Çakalzâde Mehmed Pasha, the main subject of the entry, was found in any source other than Hüsameddin. No record could be found either on whether the Hoca Sultân Tekke is standing today; the sources report only that its old site was around the Fethiye neighborhood.
